Just weeks after launching a sweeping cost-reduction campaign, the U.S. chemicals group Dow has confirmed it will shed 110 positions at its sprawling Stade production site in northern Germany. The figure represents roughly ten percent of the location's 1,100-strong workforce.

The layoffs fall under the corporate initiative "Transform to Outperform," which began at the end of January 2026. The programme aims to boost operational earnings (EBITDA) by two billion US dollars. Worldwide, Dow plans to eliminate approximately 4,500 jobs — about 13 percent of its total employees. The company has set aside between 1.1 and 1.5 billion US dollars in one-time charges to execute the plan, with 600 to 800 million of that earmarked for severance packages.

Local officials reacted sharply. Kai Seefried, the district administrator (Landrat) for the region, described the announcement as a "severe setback" for Stade’s chemical industry. Works council chair Christian Deppe pointed out that this is not the first round of job losses at the site: roughly 40 roles were cut in 2025. A former site manager, speaking on condition of anonymity, called the move "bitter but necessary," adding that it does not endanger the facility’s long-term viability.

The cuts come amid a wider downturn across German manufacturing. Sectors from automotive to biotechnology have recently reported layoffs and investment freezes, placing additional pressure on regions like Stade that depend heavily on industrial employment.

Plant director Carl Parnham has promised to pursue a "socially responsible" implementation, which typically involves consultations with the works council and compliance with Germany’s strict dismissal protection law (Kündigungsschutzgesetz). A ruling by the Federal Labour Court on April?1,?2026 underscores the legal risks: dismissals filed without proper notification to the employment agency are automatically void.

For older employees, partial-retirement schemes (Altersteilzeit) may offer a bridge to pension. Worker representatives and local authorities are already discussing ways to retain skilled talent in the area or to create smooth transitions for those who must leave.
