HCR55 - Interactive dialogue on the High Commissioner's report on technical assistance and capacity-building for South Sudan - EU Statement

We thank the Office of the High Commissioner for its presentation.
The European Union remains deeply concerned by the ongoing severe human rights violations in South Sudan. A persistent climate of impunity engulfing instances of extrajudicial killings, sexual and gender-based violence fuelled by internal conflicts and violence, abductions, forced disappearances, and violence against human rights defenders and journalists remains a major driver for such violations and abuses. It is the people of South Sudan who are suffering.
We recognize some progress on the implementation of the Revitalized Peace Agreement but insist that much more and speedier implementation is necessary; much remains to be done as the already extended transitional period draws to a close in less than a year. The South Sudanese people need reliable institutions and a justice system that is fit to protect them, and can hold perpetrators accountable. Especially with a look to the upcoming first elections, we urge the government of South Sudan to put its efforts towards a secure, inclusive process, and an open and transparent civic space to foster credible elections.

We call on the government of South Sudan to continue its cooperation with your office and with the Commission on Human Rights in South Sudan. While we look positively on the technical support given to South Sudan, we also reaffirm our commitment to the necessary mandate of the Commission as mandated under item 2, and call on South Sudan to work towards reunifying both efforts under a single resolution under item 2.
