XRP's $1.4 Billion ETF Bet Rests on a Senate Calendar

A surge of institutional money is pouring into XRP exchange-traded funds just as the digital asset faces a political deadline that could define its future. Spot ETFs in the United States recorded their strongest week of the year, with net inflows hitting $55.4 million. This has propelled April’s total inflows to $65.9 million, already surpassing the previous monthly record of $58.1 million set in February.

The current price of XRP, hovering around $1.42, sits just above its 50-day moving average but remains far from its 52-week high of $3.56. Technical indicators show a bullish turn for the MACD, with immediate resistance waiting at the $1.45 level.

Behind the ETF numbers lies a clear institutional calculus. A survey indicates 65% of institutional investors cite regulatory uncertainty as the primary reason for avoiding XRP allocations. This uncertainty may soon be resolved, not by regulators, but by legislators. The fate of the CLARITY Act now rests with the U.S. Senate, creating a critical convergence of capital flows and congressional action.

The legislative journey began in July 2025 when the House of Representatives passed the CLARITY Act with a bipartisan 294 to 134 vote. The bill seeks to permanently codify XRP as a digital commodity under CFTC oversight, removing primary jurisdiction from the SEC. While the SEC and CFTC jointly classified XRP as a commodity in March 2026, that administrative decision is reversible by a future administration. The CLARITY Act would transform this into permanent federal law.

The Senate Banking Committee is now the gatekeeper. A committee markup is targeted for the final two weeks of April. Analysts stress the urgency of this timeline. Galaxy Research's Alex Thorn notes that with only 18 working weeks until the midterm recess on October 5, any delay past April structurally jeopardizes the bill's chances for passage in 2026. If the committee fails to advance it, midterm election dynamics are expected to shelve the initiative for the remainder of the year.

The potential outcomes have been quantified. Standard Chartered analyst Geoffrey Kendrick outlines two starkly different paths. Should the CLARITY Act pass and ETF inflows rise to $10 billion by year-end, his price target for XRP is $8.00. If the bill fails in committee, his target compresses to $2.80. Prediction markets currently assign a 63% to 69% probability of the act being passed in 2026.

The recent ETF momentum is largely driven by two products. The Bitwise XRP ETF alone attracted $39.6 million in April, while the Franklin Templeton XRP ETF pulled in approximately $23 million. Across all seven U.S.-listed XRP spot ETFs, cumulative net inflows have climbed to a three-month high of $1.27 billion, with total assets under management around one billion dollars.

On-chain data reveals a broadening user base beyond institutional speculation. The number of XRP wallets holding between 1,000 and 100,000 tokens has reached a historical peak of 1.1 million. Furthermore, the XRP Ledger itself is evolving, with a roadmap including an institutional credit protocol, a privacy-focused token standard, and programmable smart escrows. In just the first weeks of 2026, the ledger absorbed $1.3 billion in newly tokenized real-world assets.
