Voestalpine advances its €1.5B green steel plan with new electric arc furnace, as EU CBAM tariffs protect its low-carbon transition while US duties pose a challenge.

The structural steel for Voestalpine's green transformation is now firmly in place. The completion of the shell for a new electric arc furnace hall at its Linz site this April marks a pivotal shift from blueprint to reality for the Austrian steelmaker's ambitious 1.5-billion-euro "greentec steel" program. This physical progress coincides with a regulatory environment in Europe that is increasingly tilting in favor of domestic, low-carbon producers.

While the company capitalizes on this European tailwind, its transatlantic business faces significant pressure. Import tariffs in the United States are projected to burden the group's operating result in the current fiscal year by 60 to 80 million euros. The Tubulars division is particularly hard hit, grappling with duties of up to 50 percent on specialty tubes. A network of 49 production sites in North America provides a partial buffer, as over half of its US sales are already generated locally.

The first electric arc furnace in Linz is scheduled to commence operations in February 2027, with a second unit following in Donawitz. Together, these facilities are designed to produce approximately 2.5 million tonnes of CO?-reduced steel annually. This initiative is central to the group's goal of slashing its emissions by nearly four million tonnes—roughly 30 percent—by 2029. In a parallel 170-million-euro project with partners Primetals Technologies and Rio Tinto, Voestalpine is constructing the world's first industrial-scale demonstration plant combining hydrogen-based direct reduction with an electric smelting process.

Should investors sell immediately? Or is it worth buying Voestalpine?

European policy is creating a formidable competitive moat. Since January 2026, the full implementation of the Carbon Border Adjustment Mechanism (CBAM) has added an estimated 40 to 70 euros per tonne to the cost of steel imports from countries like China and Turkey. From July 2026, the EU plans to further tighten the screws by halving import quotas and doubling tariffs for volumes exceeding these limits.

Financially, Voestalpine enters this transformative period from a position of strength. For the first three quarters of the 2025/26 fiscal year, EBITDA rose 7.2 percent to one billion euros. Net debt saw a substantial reduction of 27.4 percent to 1.4 billion euros. Management has reaffirmed its annual targets, pointing to structural advantages in Europe and a robust railway systems division as counterweights to tariff-related challenges. Investor confidence is evident in the share price, which has surged approximately 91 percent over the past year, closing yesterday at 42.14 euros.

Shareholders are set for greater clarity on both financial impacts and future returns. The full annual results, to be released on June 3, 2026, will provide precise details on the margin effects of the US tariffs. A new dividend policy will also take effect, guaranteeing a minimum payout of 0.40 euros per share. Provided the net debt-to-EBITDA ratio remains below 2.0, the company will distribute 30 percent of earnings per share. The ordinary annual general meeting on July 1, 2026, will give final approval to this inaugural payout under the revised framework.
