A significant legal settlement and an upcoming change to its benchmark index are reshaping the investment approach for the Vanguard FTSE All-World UCITS ETF (USD Accumulation) as it moves into the second quarter of 2026. The fund manager is pivoting firmly back toward pure financial returns following a multimillion-dollar antitrust case, while simultaneously preparing to broaden the fund's geographic reach.

Legal Settlement Reshapes Voting Policy

Vanguard has reached a $29.5 million settlement with 13 U.S. states to resolve allegations of antitrust violations. As part of this agreement, the asset manager has committed to a fundamental overhaul of its proxy voting practices. Henceforth, votes cast at shareholder meetings will be guided solely by the objective of maximizing long-term financial returns for investors.

This formal shift rules out using shareholder influence to pressure portfolio companies on specific emissions targets or to advocate for board nominees based on environmental criteria. The agreement also explicitly prohibits the threat of stock divestment as a tactic to force corporate change. While Vanguard will continue to focus on traditional governance issues that protect shareholder value, its era of climate-related shareholder activism is now concluded. Furthermore, the settlement mandates that by mid-2027, investors in the fund must be granted greater direct input regarding how their voting rights are exercised.

Portfolio Rebalancing and a New Market Entry

Concurrent with these legal developments, the fund's underlying index has undergone its routine quarterly rebalancing, effective from the start of trading today. This process aligns the portfolio with the current market capitalizations of its more than 4,200 constituent securities.

Looking ahead, a strategic index change is scheduled for September 2026: the inclusion of Vietnam. Although its anticipated weighting is a modest 0.02%, this addition signals improved accessibility for foreign investors. Recent regulatory reforms will soon allow international investors to trade Vietnamese equities directly through global brokers, eliminating the previous requirement for local custodial accounts.
