Vanguard's Global ETF Approaches Record Amid Historic Index Reshuffle

Priced at €150.54, the fund sits just 0.38% below its 52-week peak from late February and has gained nearly 28% year-to-date. This strength arrives as the ETF's underlying index prepares for its most significant reconfiguration in years, set to redefine its exposure to global markets.
A landmark decision by index provider FTSE Russell is at the heart of the coming changes. The firm confirmed in March that both Greece and Vietnam will be reclassified in September 2026. Greece will ascend from an advanced emerging market to a developed market, while Vietnam will be upgraded from frontier to secondary emerging market status. The changes take effect on September 21, 2026.
The financial implications are substantial. FTSE Russell estimates the Vietnam upgrade alone could drive approximately $6 billion in passive fund inflows into the country's equities. Vietnamese stocks are expected to command a 0.35% weighting in the FTSE Emerging All Cap Index. Greece is projected to receive a weighting between 0.05% and 0.08% within the developed markets segment. To prevent market disruption, Vietnam's integration will be executed in several phases.
These structural tailwinds are amplified by a pronounced weakness in the US dollar, which is accelerating a shift away from American assets. The DXY currency index fell to 98.09 points in mid-April, shedding 1.63% over the month. A softer dollar eases debt servicing costs for emerging market companies and boosts their export revenues, making their equities more attractive.
Investors are already redirecting capital. Data from LSEG Lipper shows global equity funds attracted a net $15.02 billion between late March and early April. With US technology valuations at historic highs, market participants are hunting for cheaper alternatives in Europe and Asia. The Vanguard ETF, as the largest tracker of the FTSE All-World Index with €33.1 billion in assets under management, is a direct beneficiary of this rotation.
This trend is not new. In 2025, the FTSE All-World ex US Index surged 32.6%, dramatically outpacing the 18.0% gain of the US market. A 10% depreciation in the dollar and a catch-up in valuations fueled international outperformance. Despite this shift, US dominance within the ETF remains intact; heavyweights like NVIDIA, Alphabet, and Microsoft ensure American companies still account for over 60% of the index weight.
Concurrently, Vanguard continues its aggressive cost-cutting campaign. The asset manager recently reduced expense ratios for several currency-hedged share classes, saving investors an estimated $1.2 million annually. The core USD accumulating share class maintains its total expense ratio of 0.19%, a level set after a cut in October 2025. Since February 2025, Vanguard's global fee reductions have surpassed half a billion dollars, marking its largest cost-saving period ever.
The immediate focus now turns to a key date on the calendar. April 30 is the "Rank Day," where closing market capitalizations will determine index membership for the forthcoming Russell reconstitution in 2026. This US-focused rebalancing will significantly influence the ETF's internal structure in the coming months, ahead of the broader international reshuffle in September. Most forecasts for the second half of 2026 anticipate further dollar weakness as the Federal Reserve embarks on interest rate cuts, suggesting the structural support for diversified non-US holdings could have staying power.
