A new bipartisan legislative proposal making its way through the U.S. House of Representatives presents a significant challenge for ASML, emerging just weeks before the Dutch semiconductor equipment giant’s quarterly earnings report. The proposed "Multilateral Alignment of Technology Controls on Hardware Act," or MATCH Act, directly targets the company's substantial business operations with China.

Geopolitical Pressure Intensifies

The core objective of the MATCH Act is to extend existing U.S. export controls on advanced chipmaking technology to allied equipment suppliers, explicitly naming ASML and Japan's Tokyo Electron. Until now, non-American firms have navigated regulatory gaps to continue supplying Chinese chip manufacturers. Washington's latest move aims to close those loopholes entirely. A corresponding version of the bill is anticipated in the U.S. Senate later this month.

A primary focus is immersion deep ultraviolet (DUV) lithography equipment—a technology critical for China's semiconductor production and a major product line for ASML.

The scale of the exposure is clear from recent financials: China constituted ASML's largest single market in the fourth quarter of 2025, accounting for 36% of total system sales. Management had already projected this share would decline to approximately 20% for the full year 2026, down from nearly 30% in 2025. The MATCH Act could accelerate this decline or potentially exclude certain product categories from the Chinese market altogether.

Compounding the risk is the potential for geopolitical retaliation. China has previously responded to semiconductor restrictions by imposing its own export controls on critical raw materials essential for global chip manufacturing.

From a fundamental perspective, ASML's position remains robust. The company concluded 2025 with a formidable order backlog valued at €38.8 billion. The pressing question for investors is not about demand, but rather the pace at which this backlog can be converted into shipped systems and recognized revenue.

For the first quarter of 2026, ASML has provided net sales guidance ranging between €8.2 billion and €8.9 billion, with a gross margin projected to be 51% to 53%. The full-year outlook anticipates revenue of €34 billion to €39 billion.

Analyst opinions reflect the current uncertainty. Mizuho recently downgraded the stock, forecasting lower revenues and stagnant earnings per share for 2026. Conversely, on TipRanks, eleven analysts maintain a "Buy" rating. The highest price target sits at $1,971, while the consensus target price is around €1,403.

A Pivotal Month for Shareholders

April presents several key events for ASML investors. The company will release its Q1 2026 financial results on April 15. This will be followed by the Annual General Meeting in Veldhoven on April 22. Shareholders are then scheduled to receive a final dividend payment of €2.70 per share on April 24. In light of the proposed MATCH Act, market participants will scrutinize management commentary regarding the company's China strategy and new order intake with particular intensity.
