Shares in Brazil's state-controlled oil giant Petrobras have achieved a tenth consecutive record market valuation this week. This milestone coincides with the company securing a crucial environmental license to drill in a highly prospective deepwater region off South America's coast.

Market Momentum and Oil Price Tailwinds

The record market capitalization of 673.22 billion Brazilian reais is supported by strong tailwinds from the commodity market. Brent crude oil is currently trading at approximately $107.81 per barrel, marking a surge of about 51% over the past month. This increase is fueled by geopolitical tensions and supply concerns, providing a significant boost to a corporation whose revenues are directly linked to oil prices.

The refining segment is also posting robust figures. At the Replan facility, Brazil's largest refinery, diesel production reached 976.5 million liters in February 2026. This represents a 24.8% year-on-year increase, aided substantially by a new processing unit with a daily capacity of ten million liters of S-10 diesel.

Strategic Deepwater License Granted

In a major operational development, Brazil's environmental agency, Ibama, issued a license on March 27, 2026, for exploration in the Potiguar Basin. The authorization covers the development of the Mãe-de-Ouro well, located about 52 kilometers off the coast of Rio Grande do Norte in water depths exceeding 2,000 meters. The permit includes a total of three exploration wells across blocks BM-POT-17 and POT-M-762.

This area forms part of the so-called Equatorial Margin, a region experts often refer to as the "new Pre-Salt" due to its analogous geological structure. Concurrently, Petrobras is investing more than 1.5 billion reais to decommission older drilling platforms in the same region.

Dividend and Valuation Context

Despite the bullish news, one market dynamic warrants attention: short positions in the company's US-listed ADRs jumped by 42.2% in March to approximately 46.8 million shares. In a parallel move, Petrobras has declared a special dividend of $0.1191 per share. The ex-dividend date is set for April 24, 2026, with payment scheduled for May 28, 2026.

From a valuation perspective, the stock continues to appear relatively inexpensive. It trades at a price-to-earnings ratio of 6.83, based on a quarterly revenue of $23.61 billion. Since the start of the year, Petrobras shares have advanced roughly 50% and are hovering near their 52-week high.
