Amid significant operational and market headwinds, NuScale Power is accelerating efforts to deploy its small modular reactor (SMR) technology beyond traditional power generation. The company has announced a strategic partnership with Ebara Elliott Energy aimed at integrating its reactors directly into petrochemical industrial processes.

Strategic Shift Amid Market Challenges

This new industrial cooperation arrives at a critical juncture for NuScale. The company's shares recently closed at $11.44, marking a single-day decline of 4.59% and establishing a new 52-week low. This weak performance follows disappointing fourth-quarter 2025 results, where the company reported a loss per share of $0.80 and revenue of just $1.81 million, significantly missing market expectations.

Market analysts have expressed skepticism. Citigroup adjusted its price target to $11.50 while maintaining a "Sell" rating on the stock. Further investor uncertainty stems from multiple class-action lawsuits initiated against the company by various law firms.

Partnership Targets High-Temperature Industrial Heat

The core of the collaboration with Ebara Elliott Energy is the joint development of a commercial steam compressor system. The objective is to configure NuScale's power modules to deliver process steam exceeding 500 degrees Celsius for petrochemical facilities. This move strategically positions NuScale as a provider of sustainable industrial process heat.

The partners aim to complete the system by 2027. Initial technical details and project advancements are scheduled for presentation on March 24 at the World Petrochemical Conference in Houston. For NuScale, this project represents a crucial opportunity to demonstrate the practical applicability of its technology in a major new market.

Regulatory Backing and Long-Term Drivers

Counterbalancing its financial pressures, NuScale continues to benefit from strong regulatory and political support. It remains the only SMR developer to have received a design certification from the U.S. Nuclear Regulatory Commission (NRC). Furthermore, a substantial energy agreement between the United States and Japan provides sector-wide backing, with $40 billion of a total $73 billion package earmarked specifically for SMR infrastructure development.

The coming months will reveal whether the Ebara Elliott Energy alliance can help restore investor confidence. Beyond industrial heat, the potential to power energy-intensive AI data centers is viewed as a significant long-term driver for SMR adoption. The successful scaling of projects by the target year of 2027 remains the pivotal factor for the technology's future.
