Facing sobering user metrics for its flagship AI product, Microsoft has initiated a sweeping leadership overhaul and introduced a new, higher-priced enterprise bundle. The moves signal a strategic shift aimed at accelerating the adoption of its Copilot AI assistant, which currently lags far behind competitors in the consumer market.

A New Command Structure Takes Shape

On March 17, Microsoft announced a major reorganization of its Copilot division. Jacob Andreou, a former executive at Snap, now assumes comprehensive responsibility for Copilot across both consumer and enterprise segments, reporting directly to CEO Satya Nadella. The company is consolidating previously separate teams under four core pillars: Copilot Experience, Copilot Platform, Microsoft 365 Apps, and AI Models.

Concurrently, Mustafa Suleyman is stepping back from day-to-day oversight of Copilot. The head of Microsoft's AI group will now focus his efforts on developing next-generation generative AI models. His stated objective is to deliver models within five years that enhance products and reduce the operational costs of running AI workloads.

The Adoption Gap Driving Change

The urgency behind these changes is explained by the usage data. As of February, the Microsoft Copilot app counted a mere 6 million daily active users. This pales in comparison to ChatGPT's 440 million and Google's Gemini with 82 million users in the same period. The challenge is even more pronounced within Microsoft's own ecosystem. Out of 450 million commercial Microsoft 365 customers, only about 15 million—roughly 3%—currently pay for Copilot.

A Premium Bundle to Drive Integration

Alongside the management reshuffle, Microsoft is deploying a new pricing strategy. Starting May 1, a new enterprise package called Microsoft 365 E7 will be available for $99 per user per month. This represents a 65% price increase over the existing E5 subscription. For the first time, Copilot will be integrated directly into a core enterprise package rather than sold as a separate add-on. The E7 tier is also the company's first new enterprise offering in a decade.

The bundle includes Copilot, identity management tools, and a new $15 product called Agent 365 for managing AI agents. A central feature is Copilot Cowork, which is built on Anthropic's Claude model and is designed to automate multi-step tasks for users.

Should investors sell immediately? Or is it worth buying Microsoft?

This premium pricing carries a clear financial rationale. Microsoft has invested approximately $72 billion in AI infrastructure over the last two quarters. Its capital expenditures surged by 66%, even as growth in its Azure cloud segment moderated to 39% and its gross margin contracted to 68%.

Stock Performance Lags Despite Cloud Strength

Microsoft's shares have struggled in the current year, opening with a decline of approximately 18%. This performance is notably worse than that of the S&P 500. The stock price now hovers just above its 52-week low and sits about 20% below its 200-day moving average, reflecting broader market concerns.

These concerns persist despite a milestone: cloud revenue surpassed the $50 billion mark for the first time. Investors appear worried that the company's massive AI investments are too far ahead of the resulting revenue generation, placing pressure on its valuation.

All eyes will be on Microsoft's next quarterly earnings report, scheduled for April 28. This update will provide investors with the first concrete evidence on whether the new E7 package can move Copilot beyond its niche status and if the multibillion-dollar AI bets are translating into measurable sales growth.
