A pivotal week of public hearings in Alaska has placed Graphite One’s ambitious U.S. supply chain project under intense local scrutiny, even as the company assembles a colossal $2.07 billion financial package. The U.S. Army Corps of Engineers (USACE) is conducting meetings in Nome, Teller, and Brevig Mission, a process that will directly inform a critical environmental assessment. The outcome will shape a final permitting decision due by September 29, 2026.
Significantly, the company’s presence at these meetings is restricted. At the explicit request of local tribal and community representatives, Graphite One is only permitted to attend the session in Nome on April 13. The subsequent hearings in Teller and Brevig Mission on April 14 and 15 will proceed without the company, involving only federal and state agencies. This arrangement underscores deep-seated community concerns, which were previously highlighted when 323 public comments were submitted between September and November 2025, a majority of which opposed the project.
Financially, the venture is underpinned by non-binding letters of interest from the U.S. Export-Import Bank totaling $2.07 billion, a sum recently increased. Support for the Alaskan mine rose from $570 million to $670 million, while backing for the planned anode manufacturing facility in Ohio jumped from $325 million to $1.4 billion. This government-backed debt is slated to cover approximately 70% of the estimated total costs. Formal loan applications are expected later in 2026, with management concurrently negotiating with five North American investment banks to secure the remaining 30%.
The project’s commercial landscape shifted in March, however, when the U.S. International Trade Commission determined that imports of Chinese graphite anode material do not harm the domestic industry, rejecting the imposition of protective tariffs. This decision removes a potential price umbrella, leaving the project's economics more reliant on its structured financing.

For shareholders, near-term pressure is mounting from equity dilution. On April 14, 583,015 restricted stock units held by directors are set to convert into common shares. This follows a February capital raise that generated gross proceeds of C$35 million. The company's annual loss for 2025 widened to $9.14 million, driven by higher project development costs, with the next financial results due on April 24 not expected to show a turnaround.
The sole federal permit required is under Section 404 of the Clean Water Act, with the USACE still determining the precise scope of affected waters. It is known that over 414 acres of wetlands would be impacted. Because the mine footprint affects a relatively small wetland area, the USACE has opted for a streamlined Environmental Assessment instead of a full Environmental Impact Statement.
Should the hearings in Teller and Brevig Mission reveal substantial opposition or complex procedural demands from local groups, Graphite One's tight schedule leading to the September 2026 deadline could face delays. The company is also planning a rare earth elements test program after initial rock samples showed high concentrations of critical magnet metals like dysprosium, a potential strategic value-add beyond the core graphite project.

The project operates under the FAST-41 program for critical minerals, which mandates the binding September deadline. If financing is secured in 2026, construction in Alaska is planned for 2027. The Ohio anode plant is targeted to generate its first revenue by early 2028, with the mine itself not expected to begin production until 2030. The path forward remains long, and the hurdles have recently grown.
