The coming weeks will prove decisive for Graphite One Inc. as the developer of a major U.S. graphite project navigates a perfect storm of regulatory scrutiny, looming shareholder dilution, and a race to secure billions in conditional financing. The company's ambitious plan to build a domestic supply chain for the battery-critical mineral is reaching pivotal milestones.

Investor sentiment has been cautious. The stock closed last Friday down 3.45% at $0.90, marking a nearly 24% decline since the start of the year. This pressure comes ahead of a near-term dilution event: on April 14, 583,015 restricted stock units (RSUs) held by company directors will convert into common shares, increasing the total share count. This follows a CAD $35 million capital raise completed in February.

Simultaneously, a critical phase of federal permitting is underway. From April 13 to 15, the U.S. Army Corps of Engineers will hold public hearings in Nome, Teller, and Brevig Mission, Alaska—communities directly impacted by the proposed Graphite Creek open-pit mine. The feedback will inform the environmental review under the National Environmental Policy Act (NEPA). In a notable condition, Graphite One is only permitted to attend the meeting in Nome on April 13; the sessions in Teller and Brevig Mission will proceed without company representation, a concession to local tribal and community leaders. This dynamic reflects broader opposition, with a majority of the 323 public comments submitted between September and November 2025 expressing opposition to the project.

To support the review, the company submitted a 331-page environmental baseline document in March, compiling years of data on fish populations, groundwater, and air quality. The project is enrolled in the federal FAST-41 program, designed to expedite permits for critical minerals, and faces a hard deadline to complete its environmental review by September 29, 2026.

The financial architecture for the multi-billion-dollar endeavor is taking shape, yet remains unsecured. The U.S. Export-Import Bank (EXIM) has issued non-binding letters of interest totaling $2.07 billion to cover an estimated 70% of total project costs. This sum is split, with $670 million earmarked for the Alaska mine and $1.4 billion for a planned anode material processing plant in Ohio. Formal loan applications are expected to be submitted sometime in 2026. Management is currently in talks with five major North American investment banks to secure the remaining 30% of required capital.

Beyond graphite, the project holds potential additional value. Independent analysis of material from Graphite Creek has confirmed elevated concentrations of rare earth elements (REEs), including dysprosium, yttrium, and scandium. Magnet and heavy rare earths constitute 85% of the REE content found. Graphite One plans to collaborate with a U.S. national laboratory this year to develop a test process for extraction.

The company's development timeline is aggressive. If final funding is secured in 2026, construction in Alaska is slated to begin in 2027. The Ohio plant is projected to start initial production of 48,000 tonnes of anode material per year by 2028, while the Alaskan mine itself is not expected to be operational until 2030.

The recently published 2025 annual report showed a net loss of $9.14 million, driven by increased project development costs, a trend likely to continue.
