A critical deadline has once again been extended in South Africa, pushing a high-stakes confrontation over electricity prices and thousands of mining jobs into overtime. The Glencore-Merafe Chrome Venture and state-owned utility Eskom have agreed to a fifth extension, moving their final deadline to April 9, 2026. At the heart of the protracted negotiation is a fundamental disagreement over the conditions attached to a discounted power rate, with the future of a significant portion of the global ferrochrome industry hanging in the balance.

The core of a potential deal is already on the table: a reduced electricity tariff of 62 South African cents per kilowatt-hour, approved in principle to restart idled smelters. The impasse stems from Eskom's insistence on so-called take-or-pay clauses. These would obligate the joint venture to pay for between 70 and 80 percent of the contracted power volume regardless of actual production, terms Glencore-Merafe has labeled commercially unviable for an operation with fluctuating output. Even if the two parties reach an accord, the deal still requires approval from the national energy regulator NERSA, whose own tariff conditions could yet scupper the entire agreement.

The economic backdrop underscores the urgency. South Africa's ferrochrome sector, which supplies nearly half of the world's output, is in dire straits. Production at the Glencore-Merafe venture collapsed by 63 percent to just 112,000 tonnes last year. Across the country, only 11 of an original 66 smelters remain operational, a direct consequence of energy costs that have soared by over 900 percent since 2008. For Eskom, the discounted tariff represents a major financial sacrifice; its standard cost rate sits between 1.96 and 2.20 rand per kWh. Modelling suggests subsidizing the lower rate would require a state-backed injection of between 5.2 and 10 billion rand.

Company leadership has made the stakes brutally clear. Japie Fullard, head of Glencore's South African ferroalloys operations, recently promised that without the 62-cent tariff, he would lay off an additional 1,500 people within one to two weeks. This threat comes on top of 2,500 previously announced job cuts that have been deferred five times so far. Glencore has continued to pay the affected employees since operations were suspended in April 2025, but this cannot continue indefinitely. Eskom estimates the discounted power deal could secure roughly 11,000 jobs and restart up to 69 smelters by year-end, though competitor Samancor Chrome's decision to resume its own layoff plans after receiving a similar offer shows cheaper power alone is no guarantee of stability.

While the South African situation simmers, Glencore's broader corporate health provides a buffer. The mining giant reported an adjusted EBITDA of $13.5 billion for 2025, a six percent year-on-year decline. Performance improved markedly in the second half, which outpaced the first by 49 percent. For 2026, the company has announced a base distribution of ten US cents per share. The stock itself has performed strongly, trading near its 52-week high of 6.53 euros with a year-to-date gain of approximately 111 percent.

All eyes are now fixed on the new April 9 deadline. A failure to agree would almost certainly trigger the long-threatened layoffs within days, dealing a severe blow to South Africa's industrial base. How Glencore's management frames this persistent challenge for shareholders will become clearer at the annual general meeting scheduled for May 28.
