The global scramble to secure rare earth elements independent of China is accelerating, yet key industrial nations risk being left behind. According to Arafura Rare Earths CEO Darryl Cuzzubbo, speaking to Reuters on March 25, a clear divergence in supply chain strategies is emerging, with the United States and Japan moving decisively while Germany and South Korea face potential delays.

A Supply Chain Realignment

This strategic shift follows China's imposition of export controls on certain rare earths last year, triggering a surge in demand for alternative sources. The current supply landscape outside China is narrow, dominated by just two major Western producers operating at scale: Australia's Lynas Rare Earths and U.S.-based MP Materials. Both have already locked in key partnerships. The U.S. has secured supply from MP Materials' Mountain Pass mine, and Japan recently finalized a supply agreement with Lynas extending to 2038.

With Lynas's capacity now committed, Arafura reports experiencing significantly heightened urgency from potential customers seeking guaranteed supply.

The 80% Hurdle for Final Investment

For Arafura, progress hinges on a specific commercial milestone. To reach a Final Investment Decision (FID) for its Nolans project in Australia's Northern Territory, project lenders require that 80% of its planned annual production be covered by binding offtake agreements. The target output is 4,440 tonnes of neodymium-praseodymium (NdPr) oxide.

To date, the company has secured contracts covering 66% of this volume. Counterparties include automotive giants Hyundai and Kia, renewable energy firm Siemens Gamesa, and commodities trader Traxys. This leaves approximately 1,200 tonnes of annual production still to be contracted.

Arafura is specifically targeting the German and European market for a minimum of 500 tonnes per year. This would be in addition to the 520 tonnes already agreed upon with Siemens Gamesa. This commercial push is linked to a potential €100 million equity investment from Germany's raw materials fund. While the process stalled after the federal election, negotiations have reportedly resumed following the formation of the new government.

Pricing and a "Broken" Market

On pricing, Arafura is using the Lynas agreement as a benchmark, targeting $110 per kilogram for NdPr oxide. This stands above current Chinese spot prices, which are around $103/kg. CEO Cuzzubbo has advocated for the establishment of a price floor linked to an independent, international benchmark divorced from Chinese market influences. "The market is broken; you have to create a functioning market first," he stated.

The timeline for the Nolans project's FID is set for the second quarter of 2026. Should Arafura successfully place the remaining offtake volumes and finalize the German capital investment, production could begin in the second half of 2029. At full capacity, the operation would contribute roughly 4% of global NdPr supply.
