Arafura Rare Earths Nears Crucial Investment Milestone for Nolan Project

Arafura Rare Earths secures key government-backed financing and benefits from surging NdPr prices, paving the way for a 2026 Final Investment Decision on its flagship Nolan project.

Significant progress on project financing and a favorable shift in commodity prices are strengthening the investment case for Arafura Rare Earths. Market observers now see a clear path for the company to reach a Final Investment Decision (FID) on its flagship Nolan project by the second quarter of 2026.

Financing Nears Completion with Strategic Backing

A major step forward has been achieved with the commitment of AUD 230 million from two key government-backed financiers. Export Finance Australia (EFA) has signed binding agreements to provide AUD 146 million, while Germany’s KfW, acting for the German Raw Materials Fund, has committed AUD 84 million. This brings the total confirmed equity financing for the project to AUD 911 million.

This funding package builds upon an AUD 481 million capital raise completed in the fourth quarter of 2025 and a binding agreement with the Australian National Reconstruction Fund for AUD 200 million in convertible notes. Approximately USD 134 million in equity financing remains to be finalized.

The involvement of KfW is notably active and structured. Upon completion of its commitment, the German institution will secure a seat on Arafura’s oversight board and retain supervisory rights over offtake and project development agreements, indicating a strategic, conditional investment with built-in controls.

Favorable Market Dynamics Provide Economic Tailwinds

Concurrent with the financing news, the market environment for the project’s core output has improved substantially. The price for neodymium-praseodymium (NdPr) oxide—a critical rare earths blend—has surged past USD 100 per kilogram, according to the Asian Metal Index. This represents an increase of more than 80% over the past twelve months.

This price appreciation is largely driven by tightening global supply. China, which controls approximately 90% of worldwide production, has maintained export restrictions since April 2025. For the Nolan project, which is designed to produce 4,440 tonnes of NdPr oxide annually (meeting roughly 4% of global demand), these conditions significantly enhance projected economics.

Shareholder Approval and Key Deadlines

The newly announced financing agreements are not yet unconditional. They remain subject to approval by Arafura Rare Earths shareholders at an extraordinary general meeting and the satisfaction of standard regulatory conditions. A key deadline is set for December 1, 2026; if conditions are not met by this date, the agreements may lapse.

The new shares associated with these placements will be issued at AUD 0.2447 each. This price represents a discount of approximately 10% to the volume-weighted average price, a common practice for strategic placements of this magnitude.

Project Timeline and Financial Position

Should the FID proceed as targeted in Q2 2026, Arafura anticipates a construction period of three to four years. This timeline points to a potential production start date around 2032 for a mine with a planned operational life of 38 years.

The company’s balance sheet, as of December 2025, showed no debt and held liquid cash reserves of AUD 571 million. As the ASX reopens following the Easter break, investors are expected to fully assess the implications of this consolidated financing structure and its impact on the project's viability.
