Desalination proposal advances to appraisal
In company news dated October 5, 2026, Sacyr said the Water Infrastructure Finance Authority of Arizona approved the initial stage of an appraisal study for a Sacyr-led proposal. The project would evaluate a desalination plant in Baja California, Mexico, and a pipeline to Morelos Dam near the U.S. border.
Sacyr said the water could be exchanged for part of Mexico’s Colorado River allocation made available to Arizona. The proposal could ultimately increase Arizona’s supply by up to 500,000 acre-feet per year, equivalent to 1.7 million cubic meters per day, between 2034 and 2039. The company said the current approval authorizes only the first stage of analysis and does not represent a decision on project delivery or future funding requests.
Roles in the proposed project
Under the proposal, Arcadis would serve as lead engineering firm, while Sacyr would lead construction, operations and maintenance and work with Plenary Americas on financial development, according to the company. Sacyr said it would advance technical, financial, environmental, cultural and regulatory studies during the initial phase.
