Senate Majority Leader John Thune has cast doubt on passage before the summer recess, though he aims to at least initiate the voting process. Patrick Witt, the White House's crypto adviser, disagrees, insisting the first week of August remains achievable. If the effort stalls until September, the bill would land in a crowded window dominated by campaign season — a far less predictable environment.
