XRP's Summer of Contradiction: A Protocol Leap That Can't Lift a Stalled Chart

XRP hovers near 52-week low as ETF inflows dry up and CLARITY Act delayed, despite Ripple's major ledger upgrade with confidential transfers.

The gap between what XRP is building and what its price is doing has rarely been wider. Ripple just shipped one of its most consequential ledger upgrades in years, yet the token sits barely above its 52-week low, with institutional money flows that can charitably be described as anemic. It's a disconnect that captures the broader crypto market's current mood: technological progress and market sentiment are moving in opposite directions.

The ETF Engine Has Stalled

The numbers tell a sobering story. XRP trades at $1.04, down roughly 44 percent since the start of the year and more than 68 percent below its August peak of $3.38. The token's 52-week low of $1.01 looms uncomfortably close.

The institutional bid that was supposed to underpin the price has simply failed to materialize. When spot XRP ETFs launched in the US in November 2025, they attracted a staggering $666 million in their first month, fueling expectations for sustained demand through 2026. Those expectations have been dashed. July brought in just $27.29 million across the entire month, with 11 of 22 trading days recording exactly zero inflows. The seven listed spot XRP ETFs now hold roughly $1 billion in assets under management and about 993 million XRP tokens—but the buying pressure that analysts believed would hold the price above $1.20 has evaporated.

Chart Signals Point to Persistent Weakness

The technical picture reinforces the bearish case. XRP trades below its 50-day moving average of $1.09 and well under the 200-day average of $1.33. The relative strength index sits at 38.5, indicating sustained selling pressure without yet reaching oversold territory. Weekly momentum indicators have fallen to levels last seen during the 2022 bear market, when XRP changed hands near $0.29.

Should investors sell immediately? Or is it worth buying XRP?

Some market observers see this as more than a routine pullback. For them, the entire 2026 investment thesis—built on ETF inflows, regulatory clarity, and institutional adoption—is now being tested. The token hugs the lower Bollinger Band, with all moving averages trending downward above it.

Washington Adds to the Gloom

Any hope of a near-term regulatory catalyst has been pushed further out. The US Senate postponed the CLARITY Act on July 27, setting aside a bill that would permanently classify XRP as a commodity. The vote now slips to September at the earliest, leaving institutional players who were waiting for that legal certainty to cool their heels. The one development that could have triggered an August re-rating of XRP is now off the table.

The Ledger Upgrade Nobody's Talking About

Against this backdrop, Ripple quietly delivered version 3.3.0 of the XRP Ledger, a release with six core changes targeting privacy, settlement efficiency, and asset management. The centerpiece is "Confidential Transfers," which lets institutions encrypt balances and payment amounts for certain tokenized assets—a feature aimed squarely at the growing real-world asset market on the ledger, where issuers including RLUSD, Ondo, and Societe Generale already have billions of dollars outstanding.

There's a catch: activation requires at least two weeks of validator approval at an 80 percent threshold. The market, so far, is unimpressed.

A Faint Glimmer in Stablecoins

One potential bright spot exists outside the ETF and regulatory arenas. Ripple's stablecoin RLUSD continues to expand on the XRP Ledger, and increased activity there could theoretically translate into additional XRP demand through payments, exchange transfers, or decentralized trading. Whether that actually happens depends on whether users actively move the stablecoin and breathe life into those markets. So far, the effect on XRP's price remains invisible.

XRP at a turning point? This analysis reveals what investors need to know now.

What the Prediction Markets Say

Traders on prediction platforms are not optimistic. A move back to $1 is priced at 59 percent probability, while a climb to $1.20 carries just 29 percent odds. A rally to $1.40 stands at a mere 5.9 percent.

The takeaway is stark: regulated access through ETFs alone isn't enough to turn XRP around in August. With thin fund inflows, a CLARITY Act delayed into September, and deteriorating chart signals, the token's next directional move hinges largely on whether growing stablecoin activity on the ledger eventually translates into genuine buying power. For now, the market is waiting—and the wait has been costly.
