XRP's Institutional Pivot: Privacy Upgrades and Whale Accumulation Square Off Against ETF Outflows

The numbers tell two different stories about XRP right now, and neither one is moving the price much. The token hovers near $1.03, down roughly 1.1 percent on the day, with its 52-week low of around $1.01 set in June still uncomfortably close. Yet beneath that stagnant tape, large holders are repositioning aggressively while Ripple pushes ahead with a sweeping technical overhaul of the XRP Ledger.
Whales Move Off-Exchange as Accumulation Accelerates
Data from Santiment shows wallets classified as large holders accumulated 380 million XRP within a single week — a move several market observers read as deliberate defense of the psychologically important one-dollar level. That pattern aligns with broader exchange flow data: 81 percent of all XRP outflows from Binance currently originate from whale addresses, suggesting major players are shifting holdings into self-custody rather than leaving them on trading platforms.
The accumulation stands in sharp contrast to what is happening on the institutional front. Weekly net inflows into US XRP spot ETFs collapsed by 93 percent in the week through August 9, dropping to roughly $1.01 million from $14.86 million the prior week. Total assets under management across these products slipped below the billion-dollar mark to approximately $964 million. Canary Capital's XRPC remains the largest vehicle with cumulative inflows of $468 million since launch, followed by Franklin Templeton's XRPZ at around $427 million.
Adding to the selling pressure, Grayscale disposed of roughly 103.41 million XRP — worth about $180.78 million — during the first half of 2026.
Should investors sell immediately? Or is it worth buying XRP?
A Ledger Upgrade Aimed at Institutional Capital
While the price action struggles, the underlying technology is moving in a distinctly institutional direction. On August 8, the XRPL team released version 3.3.0, introducing a "Confidential Transfer" extension that lets institutions encrypt account balances and transaction amounts for Multi-Purpose Tokens while keeping account types publicly visible. The same update includes a "Batch" extension capable of bundling up to eight transactions into a single atomic operation — either all execute or none do — designed to facilitate complex swaps and OTC trading directly on the ledger.
Two days later, Ripple's validators voted on additional proposals: XLS-65 for Single Asset Vaults and XLS-66 for a native lending protocol. Both target fixed institutional loans funded through XRP and the RLUSD stablecoin directly on the network. Support currently sits at roughly 40 percent for XLS-65 and just over 37 percent for XLS-66, well short of the 80 percent threshold required for mainnet activation, maintained over two weeks. Until then, both remain in test mode.
Ripple also minted an additional 10 million RLUSD on Monday, pushing the stablecoin's market capitalization to around $1.53 billion — still roughly 20 percent below its May peak.
Supply Management Meets Regulatory Gridlock
On the supply side, Ripple moved 700 million XRP back into escrow on August 1, capping monthly net new issuance at 300 million tokens. The measure aims to tighten market supply, though it has yet to halt the downward drift. The 30-day moving average sits at $1.08, while the 200-day average is $1.31 — putting XRP roughly 23 percent below its longer-term trend. The relative strength index reads 35.6, hovering near oversold territory.
Regulatory developments present a mixed picture. Ripple confirmed on August 9 that it has completed regulatory work in the European Economic Area, transitioning from licensing to active expansion of stablecoin payments and digital infrastructure following full MiCA approval. In the United States, however, the CLARITY Act remains stalled. Majority Leader Thune filed a cloture motion on August 8, with the procedural vote now scheduled for September 15. Republicans hold 53 seats and need seven Democratic votes to reach the 60-vote threshold.
Galaxy Research has cut its probability of passage this year from 50 to 30 percent. Bitwise's chief investment officer described the legislation as a "walking dead" — formally alive but lacking a clear path to enactment. Staff for Senator Elizabeth Warren published an analysis alleging five loopholes in the draft, including provisions related to pension funds and crypto proceeds attributed to President Trump, who the analysis claims earned roughly $1.4 billion from crypto-related ventures in 2025. White House crypto adviser Patrick Witt, meanwhile, blamed Democrats for the missed vote before the summer recess.
XRP at a turning point? This analysis reveals what investors need to know now.
Should the CLARITY Act ultimately fail, market observers point to a March 2026 SEC-CFTC joint guidance classifying XRP as a digital commodity as a potential fallback — the SEC under Chair Atkins is reportedly working on its own crypto rules in parallel.
Technical Levels and the Path Forward
The chart offers little comfort. The RSI reading of 38.5 signals oversold conditions without confirming a bottom. Analysts identify resistance at $1.06, where a breakout could open the door to targets of $1.35 and then $1.64. Support rests at the one-dollar psychological level, with zones around $0.98 and $0.95 below that.
The coming two weeks will determine whether validator support for XLS-65 and XLS-66 can approach the 80 percent activation threshold. Until then, XRP remains caught between whale conviction on one side and institutional ETF retreat on the other, with Washington's legislative calendar adding another layer of uncertainty to an already contradictory market picture.
