The regulatory path remains the sector's most volatile variable. The US Senate has pushed its procedural vote on the CLARITY Act to September 15, after Senator John Thune introduced a cloture motion — a delay that tempers near-term hopes for legal certainty on whether XRP is a commodity or a security. The SEC has also formally acknowledged receiving Cboe's request to list options on several spot XRP ETFs, kicking off a 45-day review period that could be extended.

At the state level, XRP is gaining political ground: a fourth US state has introduced a digital reserve bill explicitly listing XRP as an eligible asset, following similar efforts in Texas, Utah, and Arizona. The draft caps XRP at 10% of the crypto reserve allocation and mandates quarterly rebalancing reports.
