The delays extend beyond that single meeting. The SEC's long-awaited "Innovation Exemption," which was meant to ease trading of tokenized securities on blockchain networks, has been pushed back again after both the White House and Wall Street players raised concerns about its legal foundation. A parallel project aimed at establishing fundraising rules for token offerings has also stalled, with a planned public meeting scrapped and no rescheduled date announced.
The cumulative effect has been a cautious tone across the crypto sector, with traders trimming risk in anticipation of further regulatory drift.
Leverage Builds While Spot Sits Still
Futures markets are telling their own story. Open interest on Binance has climbed to 435.1 million XRP tokens, above the 30-day average, while the 30-day Z-score rose to roughly 1.20 — a signal that speculative positioning is building even as the spot price barely moves.
That kind of disconnect can be a double-edged sword. If volatility returns, the crowded leveraged book could trigger rapid forced liquidations in either direction.

Adding to the pressure is a broader market rotation: Bitcoin dominance is rising while total crypto market capitalization shrinks — an environment that historically weighs on altcoins like XRP.
There are also idiosyncratic factors in play. A Ripple-linked wallet moved 50 million XRP, worth around $50.5 million, to an unidentified address on Wednesday. And Evernorth, a Ripple-backed company, has tied the share count of its planned Nasdaq merger via SPAC to XRP's closing price on Wednesday — an unusual mechanism that puts the token's valuation directly into the equity structure of a public listing.
Polymarket bettors, for what it's worth, give XRP just a 6 percent chance of reaching its all-time high of $3.84 by year-end.
Whether the whale accumulation represents early positioning ahead of a recovery or simply a pause in the downtrend may ultimately hinge on whether Washington's regulatory logjam breaks in the coming weeks.
