XRP ETF Inflows Cool as Ledger Vote Slips and Brazil Pilot Takes Shape

Institutional appetite for US-listed spot XRP funds lost considerable momentum last week, with net inflows across the group totalling just $4.7439 million — a fraction of the $75.5931 million recorded over the preceding five-day stretch. The cooling culminated on Friday, when the products collectively posted a net outflow of $3.28 million, the first negative session since September 18 and a clear break from the run of consecutive daily subscriptions that had preceded it.
That Friday withdrawal traced entirely to Bitwise's vehicle, according to media reports, following a $4.07 million net inflow just a day earlier on Thursday.
Large Token Transfers Hit the Exchanges
Alongside the fading ETF momentum, crypto trading venues logged sizeable shifts in XRP balances. Transactions of more than one million tokens each accounted for the bulk of daily outflow volume on platforms including Binance and Coinbase, per media accounts. Early in the month, roughly 301 million units were pulled in a single day, with a further 320 million-plus tokens moved the following day.
Movements of this kind off exchanges typically point to holdings being shifted into private custody or OTC arrangements. Whether the transfers reflect genuine accumulation or internal restructuring remains unclear, though the steady drain of liquidity suggests larger players are positioning size away from the order books.

A Vote Threshold Missed, a Countdown Restarted
On the protocol side, a failed voting threshold has pushed back the planned upgrade of the XRP Ledger. After validator support briefly dipped below the required level, the earliest possible activation for the amendment known as PermissionDelegationV1_1 slid to Thursday, October 8, at around 21:25 UTC. The shortfall triggered a fresh two-week countdown for the network protocol, and implementation stays contingent on validators holding their approval across the entire window.
The change is designed to let institutional users separate payment and compliance roles. Market reaction to the technical delay has been muted — XRP is trading at $1.52, sitting 8.0% above its 50-day average of $1.41.
Governance demands are stacking up on several fronts. Beyond permission delegation, RippleX put a further proposal to validators on September 30. The amendment LendingProtocolV1_1 would introduce closed credit vaults and cash-basis accounting, and it too requires sustained validator consent while being coordinated with other protocol adjustments before it can take effect on the mainnet.
Separately, Ripple's routine release of one billion XRP from escrow went ahead on October 1. The monthly event does not necessarily mean the unlocked tokens were fully sold or that circulating supply rose by that amount — a substantial portion often returns to new escrow arrangements after the cycle.
Brazil Pilot and a New York Stage
Away from the ETF market, Ripple is pressing ahead with integration into regulated finance. Brazilian market infrastructure firm CSD BR is using the XRP Ledger in an initial operating phase to mirror and reconcile investment fund share registers for BTG Pactual in a permissioned environment, with legally binding settlement remaining in CSD BR's core systems. The pilot began on September 29, with CSD BR's existing infrastructure continuing to serve as the official register and settlement layer.
Corporate attention is also turning toward the Swell industry conference, which opens in New York on October 27. Ripple CEO Brad Garlinghouse is slated to deliver the opening address.
