Vonovia Splits Its Berlin Bet: 1,000 Units Finish, New Starts Wait
Published on 10/22/2026 at 16:41 | Editorial boerse-global.deVonovia has drawn a line through its Berlin pipeline that investors would do well to read carefully. New construction in the German capital is on hold, but the roughly 1,000 apartments already under way will be completed, according to a Handelsblatt report dated 16 October. The distinction matters: this is a pause on fresh planning, not a company-wide construction freeze in the capital.
The company's caution traces back to statements from 15 October, when Vonovia signalled it would set aside new Berlin projects until the political framework became clearer. Investment decisions, it said, depend on reliable policy conditions. Work already in progress, by contrast, is meant to run to completion.
A political plan, not a statute
At the root of the uncertainty sit expropriation proposals from Linke, Grünen and SPD, unveiled on Saturday. The plans would target landlords holding more than 10,000 apartments, with compensation capped at a maximum of EUR 16 billion. Vonovia, as one of Berlin's largest residential landlords, could find itself in scope.
Should investors sell immediately? Or is it worth buying Vonovia?
What exists today is a sounding-out result, not legislation. German media reports point to a bill no earlier than mid-2028. Vonovia said on Monday that the envisaged expropriation is unconstitutional and would not survive judicial review — the company's legal position, not a court ruling. For shareholders, the practical consequence is already visible in how the group plans its capital spending, well before any law takes effect.
Two houses, two conclusions
The sell-side has responded to the same set of facts in sharply divergent ways. Morgan Stanley cut Vonovia from "Equalweight" to "Underweight" on Tuesday and slashed its price target to EUR 14 from EUR 25, citing the Berlin expropriation plans. Jefferies, by contrast, trimmed its target to EUR 23.00 from EUR 28.50 on 15 October while keeping its "Buy" rating intact. JPMorgan left its "Overweight" rating and EUR 26 target unchanged on Monday.
Lower targets, in other words, have not translated into a unanimous sell signal. The split recommendations reflect differing views on the equity rather than any resolution of the legal and political questions hanging over the portfolio.
The next confirmed date on the corporate calendar is 4 November 2026, when Vonovia reports third-quarter 2026 figures. Until then, the operative distinction stands: new Berlin projects are being deferred, while existing sites keep building.
