Vonovia's Berlin Dilemma: Kiel Study Pitches 71,000 New Builds Against Expropriation Tab

Kiel Institute analysis says Berlin's landlord compensation could instead build 71,000 apartments by 2045; Vonovia named among affected owners.

A fresh economic analysis out of Kiel is reframing Berlin's housing fight as a straightforward spending choice, and Vonovia sits squarely in the middle of the arithmetic.

The Kiel Institute for the World Economy calculates that the compensation Berlin would owe private landlords under a socialization scheme could instead fund as many as 71,000 additional apartments by 2045. Reuters, citing the research, notes that Vonovia is named among the affected landlords. In other words, the same euros earmarked for buying out existing stock could underwrite a meaningful expansion of actual living space — a comparison that lands awkwardly for proponents of taking over private portfolios.

For the Bochum-based group, the study touches the core of its business, given its standing as one of the largest owners in the German capital.

Cooperation Over Confrontation

Rather than dig in against the political headwinds, Vonovia's leadership has been extending olive branches. CEO Luka Mucic offered talks with a future Berlin state government on 21 September, arguing that new construction paired with affordable rents forms an essential part of any durable fix for market pressure.

That conciliatory tone extends beyond the capital. On 24 September, Mucic signaled the company's willingness to build and then operate housing specifically for the Bundeswehr, with initial discussions at the military level already held. The ball now rests with the armed forces and the Federal Ministry of Defence, according to the company.

Should investors sell immediately? Or is it worth buying Vonovia?

Groundbreakings and Community Commitments

Vonovia's development pipeline is moving on several fronts. Through subsidiary BUWOG, the group broke ground on 25 September for the Glockengut residential quarter in Bayreuth; the first phase covers 177 owner-occupied apartments, with completion targeted for mid-2028.

Closer to its existing stock, the company kicked off a serial modernization of a multi-family building on Katzbachstraße in Hamburg's Lurup district on 22 September, committing roughly EUR 4 million to the site — a reminder that maintenance spending continues ahead of the next earnings update.

On the civic side, Vonovia signed the Essen Charter against loneliness on 18 September and joined a responsibility partnership with the city of Essen. The group also reported the issuance of subscription shares, lifting total voting rights to 848,458,878.

Analysts Turn Cautious

Sentiment on the equity has soured. Exane BNP Paribas downgraded the stock to "Underperform" on 22 September and trimmed its price target to EUR 16 from EUR 19, according to media reports. The note flagged Berlin's socialization and rent-cap debate — revived by the Left party's election victory roughly a week earlier — as an added burden. Since that revival, the shares have shed 2.6%.

The stock closed yesterday at EUR 16.83, which puts it 1.4% above the 52-week low of EUR 16.60 touched during the prior session. The primary article cites a current quote of EUR 16.93.

Market watchers are looking to Vonovia's next financial release for real insight into operating earnings and portfolio direction. The company has scheduled its interim report for the third quarter of 2026 on 04.11.2026.
