Vonovia is hunting for growth beyond the private rental market it has long dominated. On Monday the group volunteered to build and operate housing for soldiers as part of the Bundeswehr's planned expansion — a move that signals a willingness to take on state construction mandates and add fresh capacity.
The timing is pointed. Berlin's residential market has been gripped by political uncertainty since the Left party's victory in the city's Abgeordnetenhaus election pushed the question of expropriating large portfolios back to the fore. Reuters puts the combined Berlin-area holdings of Vonovia and its subsidiary Deutsche Wohnen at roughly 138,000 apartments.
Chief executive Luka Mucic came out swinging against such plans as early as September 18, arguing that an expropriation would not create a single new home. The company, he said, would rather ease the squeeze through new-build projects and affordable rents, and stands ready to act as a constructive partner to any incoming state government — positioning itself as part of the solution rather than the problem.
Reputational Crossfire
Other disputes are chipping away at the group's image. Just over a week ago, Deutsche Umwelthilfe filed suit against Vonovia, alleging the company erects unlawful hurdles to installing plug-in solar panels on balconies. Media reports have added complaints from affected households about structural defects and questionable rental practices.

Operations Hold Up, Refinancing Costs Bite
Underneath the noise, the operating business has proven sturdier than a year ago. Vonovia booked revenue of EUR 1.68 billion in the second quarter of 2026, a gain of 3.01 percent year on year, while earnings per share climbed from EUR 0.38 to EUR 0.87 over the same stretch.
The capital-intensive sector's refinancing burden still weighs heavily, though. Rising bond yields have visibly soured sentiment across real estate and are complicating any recovery from the price losses of recent months. Against that backdrop, potential new business fields — soldier housing among them — have moved into investors' sights. Such initiatives underscore the structural need for living space but do little, for now, to ease the pressure from the rate environment.
A Study That Cuts Both Ways
Into the expropriation debate steps a joint study from the IMK at the Hans Böckler Foundation, the University of Mannheim and the University of Duisburg-Essen. The researchers examined what would happen if roughly 210,000 apartments in the capital were socialized and put the required compensation at about EUR 13.5 billion. Financially, they conclude, such a plan could be structured to work — but it would not solve the actual housing shortage. Creating affordable housing still demands extensive new construction, the study makes clear, because a pure transfer of ownership adds no capacity to the market.
That finding is a double-edged sword for Vonovia. The political debate tied to Berlin's election remains an uncertainty factor, yet the economists' insistence on the necessity of new building also shows that institutional landlords stay indispensable as partners in delivering it.
The Market's Verdict
Politics has fed straight into the share price. On Tuesday the stock reacted to expropriation fears and at one point sank to its lowest level since summer 2023. It now trades at EUR 17.25, down 30 percent since the start of the year — and is fighting to pull clear of the 52-week low of EUR 17.05 it recently touched.
Berenberg is taking the other side of that trade. On Tuesday the analysts reaffirmed their "Buy" rating and left their price target unchanged at EUR 34.50, betting that the residential group can stage a substantial rebound despite the regulatory and expropriation debates swirling around it. Whether new construction projects or a stabilization in interest rates ultimately sparks a turn remains the question driving investors.
