Vonovia has volunteered to construct and operate residential units for Germany's armed forces, a move that positions the property giant as a partner to the state even as it fights a political battle over nationalization in Berlin.

Chief executive Luka Mucic confirmed that discussions with military officials have already taken place, telling the dpa news agency that the dialogue has been held. The offer comes as Berlin plans to expand the Bundeswehr, creating demand for new soldiers' accommodation that Vonovia is prepared to build and then manage on an ongoing basis.

The overture to the defense establishment formed part of a broader charm offensive by the Bochum-based landlord. On the same day the troop-housing plan surfaced, Mucic pushed back hard against calls to socialize large residential portfolios in the German capital, arguing that expropriation would not deliver a single new apartment. He pointed to post-election polling indicating that voters do not back such plans, and urged policymakers to provide dependable regulatory conditions and to work jointly with the industry on expanding construction.

Those remarks followed the Left party's victory in Berlin's state election, which reignited a debate that has weighed on listed landlords for years. Analysts at Berenberg, however, take the view that the legal bar for expropriation is high enough to make it unconstitutional, and they lean on Vonovia's resilient earnings profile as the basis for their more constructive stance. In their reading, court challenges would make any seizure of major housing companies extremely difficult, shifting investor attention back to how well the group's day-to-day business holds up.

Not everyone on the sell side shares that optimism. Exane BNP trimmed its price target on the stock to EUR 16 from EUR 19 last Tuesday, keeping its "Underperform" rating unchanged.

The divergence between the two houses mirrors a wider split in the market. Vonovia shares closed the previous trading week at EUR 17.34, a level that leaves them down 29 percent since the start of the year and just 1.7 percent above their 52-week low. That gap between the current price and Berenberg's more hopeful assessment captures the standoff: the market is pricing in substantial political risk, while the bulls are betting on constitutional safeguards and the company's underlying cash generation.
