Vonovia Faces November Reckoning With Berlin Expropriation Bill, a Trimmed Target and a New Fee Business

Vonovia stock is down 33% this year and near its 52-week low ahead of Q3 results on 4 November 2026, with Berlin expropriation plans adding pressure.

Vonovia shareholders have a date circled: 4 November 2026, when the Bochum-based landlord publishes its third-quarter interim report. Until then, the DAX group must navigate a stretch that offers little comfort. The stock closed yesterday at EUR 16.52, a mere 2.1% above its 52-week low of EUR 16.18 — a valuation that speaks volumes about how the market is pricing the twin pressures of politics and financing costs.

A 33% Slide and a Target Cut

Since the start of the year, the share price has shed 33% of its value. High funding costs across the real estate sector remain the chief drag, and analysts have been adjusting accordingly. Roughly a week ago, Jefferies' Pierre-Emmanuel Clouard trimmed his price target to EUR 23.00 from EUR 28.50 while keeping a "Buy" rating on the stock. Clouard flagged weaker external growth, slower dividend increases and renewed valuation pressure on the property portfolio as the sector's shifting mood takes its toll on European real estate names.

Berlin's Expropriation Blueprint

The political backdrop has done nothing to steady nerves. Exploratory talks in Berlin among the SPD, Greens and Left party produced a paper proposing the socialisation of private landlords holding more than 10,000 units. A compensation cap of EUR 16 billion is under discussion, with draft legislation to be drawn up by mid-2028.

Vonovia has pushed back hard. The company argues that expropriation in the proposed form would be unconstitutional and would not survive judicial review, and it has offered politicians a fact-based exchange to make its case. Chief executive Luka Mucic has made clear the plans would hit Vonovia with particular force, and he previously set out the potential consequences for investment in an interview with Handelsblatt. Rather than see its stock nationalised, the group is urging Berlin to focus on new construction instead.

Should investors sell immediately? Or is it worth buying Vonovia?

Veveus and the Push Beyond Rent

With the core rental business under pressure, Vonovia is working to open revenue streams elsewhere. At the EXPO REAL trade fair roughly two weeks ago, the group unveiled Veveus, a brand bundling investment, asset, property and facility management under one roof. The unit already manages around 75,000 apartments on behalf of third parties, and management sees it as a way to earn fees beyond the traditional portfolio.

Modernisation spending continues in parallel, albeit selectively. In Frankfurt, Vonovia installed a heat pump system supplying heating and hot water to 24 apartments, at a cost of more than EUR 300,000.

A New Voice on the Register

The shareholder base has shifted as well. JPMorgan Chase & Co. reported a total voting stake of 5.25% in Vonovia, made up of 0.65% in direct shares and 4.60% held through financial instruments.

What the November Numbers Must Show

When the interim report lands, investors will be looking for evidence of how resilient rental income has proven against higher interest rates, how far management has progressed in cutting debt, and what momentum the third-party service business is generating. Just as telling will be the read-across on portfolio valuations after the sector-wide re-rating. With the stock hovering near its yearly trough, the full-year outlook is likely to draw at least as much scrutiny as the quarter itself.
