Vanguard’s All-World ETF Draws €2.7 Billion in October Even as AI Fears Cut 2.3% Off Its Weekly Price

Vanguard's all-world ETF slipped 2.3% this week on AI regulation fears, yet took in EUR 2.7 billion in October, Europe's best-selling ETF.

Global equity markets caught a chill this week from fears of tighter artificial intelligence regulation, and the Vanguard FTSE All-World UCITS ETF USD Accumulation (ISIN IE00BK5BQT80) felt the draft. The fund closed Friday at EUR 164.80 after a 0.6% gain, but that late-week bounce only trimmed the damage: the week ended down 2.3%, and the trailing 30 days show a 4.8% decline.

The political trigger came from Washington. After the Democrats won both chambers in the congressional elections, investors began pricing in stricter oversight of AI companies and a potential brake on data-center buildout. Reuters reported that AI- and data-center-linked stocks fell on Wednesday while renewable-energy names advanced, on expectations that a Democratic-controlled legislature would tighten rules for the AI sector while boosting support for green projects. The mood darkened further after candidates in Texas and Georgia who had explicitly opposed new data centers won their races — a signal of mounting political resistance to Big Tech's multibillion-dollar AI infrastructure push.

A rally, a reversal, and a resilient saver base

The sequence was whipsaw. The MSCI All-World rose 1.38% on 4 November, according to Reuters, as the Democratic sweep initially reduced political uncertainty. That relief proved short-lived, and the broad tech selloff that followed fed straight into the world ETF. Yet the fund's longer record still looks sturdy: year-to-date it is up 13%, so the recent retreat has eaten only part of the annual gain.

What stands out is how investors behaved while the price swung. LSEG Lipper estimates the fund took in a net EUR 2.7 billion in October, making it the best-selling ETF in Europe for the month. Lipper measures flows at fund level and does not break out the accumulating share class separately.

British retail investors were buying too. Broker Interactive Investor ranked the accumulating share class second among its most-bought ETFs in October, unchanged from September — a list based solely on the number of buy orders, not net inflows, and one that excludes regular savings plans. The broker gave no figure for money taken in. An evaluation by financial portal Boring Money pointed the same way: across several large UK brokers, including AJ Bell, Fidelity and Hargreaves Lansdown, the fund was among the most frequently purchased ETFs in October, though that review offered neither a ranking nor flow numbers.

Why steady buying matters more than a bad week

The contrast is the story. A fund that lost ground on the week and over the month still topped Europe's inflow table — evidence that investors are treating broad index funds as long-term savings vehicles rather than trading chips. Rather than pausing their plans when tech and AI names wobble, they kept feeding them, a pattern consistent with the buy-and-hold approach such world ETFs are built for.

That resilience is structural. Because the ETF bundles thousands of individual securities from virtually every region and sector, turbulence in a handful of technology stocks is dampened — though not erased — when it reaches the overall price. The past few weeks have demonstrated that cushioning in practice.

The bigger question for holders is not the weekly swing but how durable the political skepticism toward AI expansion proves to be. For now, the answer from the order books is clear enough: short-term uncertainty over AI rules has not shaken confidence in the diversified world-ETF strategy.
