Tributes Paid to PC Matthew Blades After Fatal A66 Collision

The Middlesbrough community and Manchester United Football Club have paid tribute to PC Matthew Blades, a Cleveland Police officer who died following a road collision on the A66. On Sunday, August 30, PC Blades' sons led the Manchester United team out as mascots for their match against Ipswich, while participants in the Middlesbrough 10K also honoured the fallen officer and his colleague. The tributes come as the force faces mounting questions over funding, resources and criminal justice policy in the wake of the tragedy.
The A66 Collision
The fatal incident occurred on August 22 and claimed the lives of seven people. Alongside PC Blades, PC Tom Clough and five individuals travelling in a Volkswagen Passat were killed in the crash. The tragedy has prompted a significant outpouring of public support, with a memorial fundraiser nearing its target of £1.2 million to assist the affected families.
In the aftermath of the collision, Redcar council officials received a safety briefing covering both the A66 incident and a recent house fire in Grangetown. While authorities noted that the events were not linked, they have sharpened the region's focus on public safety and emergency response.
Organised Crime Crackdown and Funding Concerns
Cleveland Police launched a major enforcement operation targeting organised crime following the collision. Officers confirmed 24 arrests as part of the crackdown, leading to the seizure of vehicles, illegal drugs and approximately £15,000 in cash. Three individuals have been charged in connection with the investigation.
The incident has also reignited concerns over the resource challenges facing the force. Cleveland Police currently handles the highest crime rate in England, recorded at 123.4 incidents per 1,000 people.
Data indicates that the force has lost 200 officers since 2010. Cleveland Police and Crime Commissioner Matt Storey said he has sent seven letters to the government regarding funding and gang violence concerns since July 2024 — but only two received a response.
Scrutiny of Judicial Programmes
The fatalities have prompted renewed debate over the region's approach to criminal justice. A diversion programme, in operation since 2018, allows some offenders to avoid custodial sentences if they agree to participate in mental health support services. Between April 2025 and March 2026, 322 individuals took part in the programme, including 19 who had been found carrying weapons.
Supporters of the initiative point to a recidivism rate of 4.7% among participants — significantly lower than the 32.9% reoffending rate seen across the Cleveland force area. However, the programme has faced criticism from those calling for stricter sentencing in the aftermath of recent violent crime waves and the deadly events on the A66.
