TKMS Holds at 80.30 Euros as Damen's €4.7 Billion Claim and India's Submarine Decision Loom

A legal demand running into the billions has landed on the German government's desk, and TKMS finds itself named in the paperwork without being the party doing the asking. According to Deutschlandfunk, citing a lawyer's letter picked up by several media outlets, Dutch shipbuilder Damen is seeking just under €4.7 billion in damages from the Federal Republic of Germany over the scrapped F126 frigate program. TKMS appears in the document as the contractor designated to build the new frigates — but the company is explicitly not acting as claimant against Berlin. The dispute is formally aimed at the state alone, and for TKMS the mention amounts to confirmation of its industrial role in any future frigate awards.
While lawyers haggle over the old contracts, the market's attention has shifted to what comes next.
A Sector Re-Rating, and a Stock That Slipped
TKMS shares closed Thursday at €80.30, down 1.5% on the day, as a Bank of America sector study knocked European defense names off their stride. Analyst David Holmes sees investor priorities rotating toward air defense, reconnaissance, surveillance, detection, combat networks and electronic warfare. He was more guarded on companies whose earnings lean heavily on modernization programs and the refilling of existing stockpiles. As dpa-AFX reported, that split pulled the sector in different directions — though no direct trigger was identified for the naval specialist itself. Since the start of the year the stock is still up 21%, with a market capitalization of €5.11 billion. It now trades 26% below its 52-week high.
Should investors sell immediately? Or is it worth buying TKMS?
Bernstein Stays Bullish, mwb Looks to India
Brokerage opinion remains constructive. Bernstein Research left its "Outperform" rating and €125 price target in place roughly two weeks ago, implying meaningful upside from current levels. On September 24, mwb research reaffirmed its buy recommendation with a €140 target, hinging on a potential Indian order for six submarines. A government decision is expected on October 25 and 26, according to media reports — a award that would count as a major catalyst for the order book and could inject fresh momentum into the valuation.
Haifa Arrival, Gulf Handshake, Royal Navy Deal
Operationally, the group keeps moving. The TKMS-built submarine INS Drakon reached the Israeli port of Haifa on September 24 after a multi-week voyage from Germany, closing out a delivery chapter. In Munich, TKMS and EDGE signed a memorandum of understanding during the state visit of the United Arab Emirates; the partners will examine joint capabilities in underwater surveillance and maritime protection under a multi-system approach, with no specific systems, timeline or procurement program disclosed.
Just over a week ago, subsidiary TKMS ATLAS UK won a contract from the British Ministry of Defence for the Next Generation Countermeasure (NGCM) program, supplying a torpedo defense system for Royal Navy submarines. The financial volume was not disclosed. Delivery work will be carried out with Babcock International Group, which is handling launchers and platform integration. Since that award, the shares have shed 4.6%.
