Take-Two's GTA VI Equation: Rockstar Refutes a $1.5 Billion Figure Without Offering One of Its Own

Rockstar Games has pushed back on the notion that Grand Theft Auto VI swallowed more than $1.5 billion in development spending — a denial that narrows one line of speculation while leaving the number that actually matters on the table. Publishing head Jennifer Kolbe told Bloomberg the figure is wrong, but neither she nor parent company Take-Two Interactive has disclosed what the project did cost. Analyst estimates had ranged from $1.5 billion to $2 billion, and Bloomberg still considers GTA VI likely to rank as the most expensive video game ever built given its timeline and the sheer scale of resources behind it.

That leaves investors in an awkward spot. Rejecting a circulating sum is not the same as publishing a budget, and it says nothing about eventual profitability. Take-Two CEO Strauss Zelnick has himself described the title as "expensive," which hardly settles the arithmetic.

Where the money went — and why the delays happened

The clearest window into Rockstar's spending comes not from a ledger but from headcount. The studio has grown from 2,441 employees in 2018 to 4,711, with the bulk of that workforce assigned to GTA VI. Development chief Phil Hooker explained to Bloomberg that earlier release dates simply weren't achievable: certain areas wouldn't have been finished, and content would have had to be cut. Rockstar North lead Rob Nelson pointed to the volume of supporting characters the game requires — a demand that prompted the studio to open a dedicated office in Los Angeles.

Studio director Kolbe also addressed working conditions, saying the company wanted to avoid the months-long crunch periods that have plagued the industry. Teams were expanded, scheduling was tightened, and overtime was offset with paid time off and, in some cases, additional compensation.

Should investors sell immediately? Or is it worth buying Take-Two Interactive?

None of that constitutes proof of commercial success. Quality and scope still have to prove themselves against actual demand.

The forecast that carries the real weight

Take-Two's own guidance matters more than any leaked or refuted cost figure. Management projects net bookings of $8.0 billion to $8.2 billion for fiscal 2027, up from $6.72 billion in fiscal 2026, with GTA VI positioned as the primary engine behind that jump. The company also expects operating cash flow above $1 billion in fiscal 2027 — again a projection, not cash already in the bank.

The release date remains the single hard operational marker: November 19, 2026, for PlayStation 5 and Xbox Series X|S. After two prior delays, hitting that target is the test that counts. Hooker expects the tools, engine, and team assembled during development to speed up future titles, though he committed to no specific timelines — a long-term benefit that is sketched out but not quantified.

Take-Two Interactive at a turning point? This analysis reveals what investors need to know now.

Two analysts, one question

Views on the stock diverge. Andrei Niculescu calls GTA VI the most important share-price driver for Take-Two while arguing much of its potential is already priced in. Jefferies takes a more bullish stance, seeing substantial upside, though it concedes the game's success has yet to be proven. Different emphases, same investor question: how much additional value can actual performance create beyond expectations that are already elevated?

Take-Two shares gained 4.2% on the day, though no confirmed explanation for the move can be drawn from the news itself. What the development disclosures do clarify is Rockstar's insistence on quality over compromise. What they cannot do is revalue the company. That job falls to execution on the release schedule and the commercial reception that follows.
