SpaceX Builds Florida Starship Pad as $8 Billion Spectrum Bet Redraws Its Growth Story

SpaceX kept its launch machine humming this week while quietly assembling the pieces of a far larger ambition. A cargo resupply mission to the International Space Station was slated for Tuesday at 6:33 a.m. US Eastern time, following a weekend Falcon 9 flight that orbited 21 data-relay satellites for the Space Development Agency of the U.S. Space Force. The steady cadence of government work underscores just how hard the operational fleet is being worked.
Starship Infrastructure Takes Shape in Florida
Beyond routine flights, the company is pushing ahead with expansion of its launch sites. According to media reports, the launch tower for the Starship system at Pad 39A in Florida, along with the bulk of major construction, is now largely complete, clearing the way for inspections and operational testing. Before any first launch from Cape Canaveral, SpaceX plans at least one more test flight from its development site at Starbase in Texas.
Keeping that future operation supplied has become a logistical problem in its own right. Coastal Connect Services, a SpaceX subsidiary, has proposed building a 32.4-mile natural gas pipeline to cover the methane needs of Starship launches along Florida's coast. The Florida Public Service Commission took up the proposal last week, even as environmental advocates raised objections to a growing wave of construction in sensitive natural areas.
A Spectrum Deal That Reshapes the Business
The bigger strategic shift lies elsewhere. On Thursday of last week, SpaceX agreed to acquire a nationwide 800-MHz spectrum portfolio outright from Grain Management. The package covers up to 14 MHz of paired spectrum, with the transaction still subject to approval by the U.S. regulator, the FCC, and customary closing conditions. Neither party disclosed financial terms, though Reuters, citing the Wall Street Journal, reported a possible volume of roughly $8 billion.
Should investors sell immediately? Or is it worth buying SpaceX?
Access to those frequencies is meant to turn Starlink Mobile into a full-fledged nationwide mobile carrier in the United States, filling coverage gaps where ground-based infrastructure falls short. The move drew visible unease from shareholders of established U.S. network operators as its implications sank in. It also marks a genuine crossing of industry lines: satellite operators and mobile carriers once inhabited separate worlds, and an integrated connectivity network is now emerging where the two overlap. Should the FCC grant clearance, a competitor will exist whose infrastructure circles in Earth orbit while its commercial ambitions reach deep into the mass market.
Wall Street Reprices the Stock
Institutional observers have taken notice. Jeffrey Wlodarczak, an analyst at Pivotal Research, raised his price target on Monday to $230 from $220 while reaffirming his buy rating. The revision followed the integration of Starlink Mobile into his forecasting model, after SpaceX secured access to the nationwide 800-MHz spectrum about a week earlier.
Goldman Sachs had already adjusted its own valuation on October 5. Analyst Eric Sheridan lifted his target to $230 from $220 and kept a Buy rating, pointing to improved forecasts for revenue, margins and artificial intelligence capacity, driven by strategic agreements and progress with enterprise customers.
The stock closed Monday at EUR 146.46, up 0.9 percent, putting it 15 percent above its 50-day moving average. By Tuesday the shares were trading at EUR 147.12, a gain of 1.3 percent on the day, and 16 percent above a 50-day average of EUR 127.16. The combination of lucrative defense contracts and an aggressive build-out of a global satellite mobile network is changing the risk profile investors face: the traditional launch business delivers predictable cash flows from institutional missions, while the mobile market opens the door to hundreds of millions of end customers.
