SK Hynix's Buyback Shield Meets a Two-Front Test: Washington's Red Tape and Wall Street's AI Doubts

SK Hynix shareholders are absorbing a sharp blow this week, but the 6.5% slide in the Korean chipmaker's stock has little to do with how the company is actually trading. Two distinct forces are at work — one political, one mechanical — and neither shows up in the record numbers the company posted in late October.

Start with the headlines out of Washington. Bloomberg reported that anxiety over possible Democratic gains in the US midterm elections is weighing on the entire semiconductor sector, as investors brace for tighter scrutiny of AI and data-centre spending. That is a fear about the policy backdrop to the investment boom, not a confirmed restriction — and it lands on demand expectations for AI chips rather than on any fresh corporate guidance.

A Paperwork Problem With Real Consequences

Layered on top is a more tangible obstacle. Reuters reported that US authorities have been holding back export licences for chipmaking equipment — gear SK Hynix needs to expand its plant in Dalian, China. The same delays are complicating its plans for new memory chip facilities in New York.

The two projects are financially intertwined. SK Hynix has said that higher output in Dalian would help fund the US build-out, so the licensing logjam is not confined to the Chinese site. It reaches the financing of the American expansion as well. That is a concrete permitting hurdle, distinct from both the political jitters and the company's operating performance.

Should investors sell immediately? Or is it worth buying SK Hynix?

What the Order Book Says

Against that noise, the fundamentals presented on 28 October tell a steadier story. Long-term agreements already cover more than half of SK Hynix's production capacity for the next two years, according to the company. Management also expects memory supply shortages to persist through 2030 — a corporate forecast rather than a settled market outcome, but one that underscores the gap between its long-run view and the market's short-term nerves.

The third-quarter 2026 figures were record-setting: revenue of 104.6155 trillion KRW, operating profit of 83.3338 trillion KRW and net income of 39.7756 trillion KRW.

Reading the Buyback Correctly

Then there is the capital-return package, which deserves closer reading than the headline number invites. SK Hynix has flagged expected shareholder returns of roughly 100 trillion KRW for 2026, including cash dividends of more than 30 trillion KRW and share purchases and cancellations exceeding 60 trillion KRW. Most of the gains from its Kioxia stake are to be handed back through a special dividend.

SK Hynix at a turning point? This analysis reveals what investors need to know now.

The board approved a 20 trillion KRW buyback on 29 October, with purchases scheduled to run from that day through 28 January 2027. Crucially, the programme serves two masters: about 10 trillion KRW is earmarked for shareholder returns and about 10 trillion KRW for executive and employee compensation. The full repurchase volume, in other words, cannot be lumped together as pure capital returned to investors.

Those announced payouts and the contracted order book offer a genuine counterweight to the sector-wide AI scepticism. What they do not do is resolve the return-on-investment question hanging over the industry, nor clear the pending export licences. For anyone valuing SK Hynix right now, the task is to keep those two risks separate from the business results the company has actually reported.
