Sheffield Firm Fined Over Illegal Waste Site

An illegal waste site in Sheffield has been cleared after its operators were ordered to pay more than £20,000 in fines and costs, following an Environment Agency (EA) investigation. The enforcement action serves as a reminder to UK businesses that operating waste facilities without the necessary permits can lead to significant financial penalties and criminal convictions.
Penalties Handed Down
The clearance follows a court order issued in April 2026, which required the removal of accumulated waste from the site. Concept Investments was fined £8,000 and ordered to pay £5,442 in costs, alongside a £2,000 victim surcharge.
Company director Austin Fitzgerald received a 12-month community order requiring 140 hours of unpaid work. He was also ordered to pay £5,442 in costs and a £114 surcharge. A third individual, 38-year-old Mohammed Tager, has pleaded guilty to related offences, with sentencing scheduled for September 16.

Multi-Year Investigation
The EA carried out a series of site visits between 2022 and 2025 as part of its investigation. Inspectors identified a broad range of illegally deposited waste, including mattresses, furniture, tyres, soil and stones. The site also contained hazardous or regulated items such as refrigerators and other electrical goods.
Under UK environmental regulations, businesses handling waste must hold the appropriate permits to ensure materials are managed safely and legally. Operating without them can create serious environmental and public health risks.
Regional Crackdown on Waste Crime
The Sheffield case is one of several recent enforcement actions involving illegal waste disposal across the UK. In a separate proceeding at Beverley Magistrates' Court on August 19, a woman was fined for breaching her duty of care after waste linked to her was discovered in woodland near Driffield. That waste included children's toys, electrical items and household rubbish.
Local authorities in Wales have also issued a fixed penalty notice to a fly-tipper in Rhuddlan, while municipal investigations in Ontario, Canada, have targeted the illegal dumping of asphalt grindings on the Oak Ridges Moraine.
