That muted reaction is the real story here. The new figure translates to roughly USD 420.9 million, with the company attaching a margin of error of plus or minus 20 percent. The breakdown, prepared by China CEC Engineering Corporation alongside Canadian partners, allocates 546 million Canadian dollars to direct construction costs and 50 million to owner's costs.

Set against Rock Tech's market capitalization of EUR 48.35 million, the required outlay dwarfs the developer's current equity value by a wide multiple. It also approaches three times the size of the 200 million Canadian dollar anchor investment agreed with the BMI Group in April 2026, according to Mugglehead. Funding secured so far looks modest by comparison: up to 30 million Canadian dollars in initial partner and public financing earmarked for engineering, permitting and environmental work, plus 5.31 million Canadian dollars raised through a private placement roughly three weeks ago. The full sum is nowhere near covered.

Engineering Partners, but No Economics Yet

Rock Tech has been busy lining up technical support. About two weeks ago, management struck a collaboration with Siemens Canada to build a digital process twin — a tool aimed at de-risking the plant's design before construction. What the arrangement does not provide is hard evidence on profitability. Reliable figures on operating costs and returns are still pending.

The converter itself is designed for an annual capacity of around 30,000 tonnes of lithium salts. The definitive feasibility study (DFS) is not due until December 2026, and that document is expected to deliver detailed operating cost estimates, return projections and the intended financing structure. Groundbreaking, meanwhile, is penciled in for the second half of 2027 at the earliest — explicitly conditional on positive final study results and the receipt of all necessary permits.

The Market's Verdict So Far

Investors have not embraced the news. On Wednesday, the shares shed 3.8 percent to EUR 0.3760, extending their year-to-date decline to 20 percent. The stock now sits 51 percent below its 52-week high, with a recent quote of EUR 0.3890. That restraint looks justified. In the raw materials sector, credibility is built on transparency and defensible feasibility data, not on surprise cost reductions announced without technical justification.

The road ahead leaves ample room for setbacks. Between now and the December 2026 study, the project remains exposed to shifting market conditions, and management faces a dual burden: substantiate the 54 percent saving in technical terms, and then deliver a feasibility study with no gaps in its arithmetic. Until that clarity arrives, skepticism is likely to set the tone.
