Ripple's Five-Year Vision for XRP Meets a Ledger Still Waiting on Validators

Ripple chief executive Brad Garlinghouse has sketched a five-year horizon for XRP to become the institutional standard for crypto payment rails — a strategic ambition, not a market position already secured. The same week, developers of the XRP Ledger put forward a separate proposal, fixCleanup3_5_0, aimed at closing four authorization gaps that could let restricted tokens reach accounts without an issuer's consent. Two stories, one asset, and in both cases a gap between what is proposed and what is actually in force.

A bridge asset, but not the only one

Garlinghouse's pitch casts XRP as a bridge between currency pairs. Yet he is explicit that other payment routes retain a place: depending on the transaction, traditional currencies or the RLUSD stablecoin may serve instead. Ripple's growth therefore cannot be read directly as rising XRP demand.

The scale of the potential shift is visible in company figures. Ripple reported more than USD 16 trillion in enabled transaction volume for 2025, with 99.9% of that volume still moving through traditional channels, according to Garlinghouse. That figure describes Ripple's existing business and its possible migration onto blockchain networks — not XRP payments already settled. For the coming year, he set a target of moving 1–3% of that volume onto blockchain rails, a shift that would not automatically accrue to XRP in full.

RLUSD adds activity, not equivalence

The same distinction applies to RLUSD. Roughly half of the stablecoin is issued on the XRP Ledger, according to Garlinghouse, bringing the network liquidity and transaction volume. Ripple SVP Jack McDonald argues that RLUSD usage on the ledger generates demand for XRP as well, since network fees must be paid in the token. That is a concrete link — but fee requirements and payment volumes are different magnitudes, and Garlinghouse himself names RLUSD as an alternative where XRP is not the preferred instrument.

Should investors sell immediately? Or is it worth buying XRP?

On the corporate side, Ripple expects an annualized product revenue run rate of USD 900 million by the end of 2026 — a company forecast, not a reported annual figure. Holding XRP confers no claim on those revenues, so a growing customer base does not translate into direct economic participation for token holders. The investment case hinges less on how fast Ripple expands than on what share of payments actually migrated to blockchain networks XRP captures — and whether the token is used for more than settling network fees.

Four gaps, one pending vote

The ledger proposal reported on Friday is not an activated fix. It requires validator approval, and the XRP Ledger Foundation said it was aware of no externally created balances that had exploited the exceptions. What is described is a possible circumvention of permissions, not a confirmed misuse by outsiders — and publication of a proposal does not make the technical change effective.

A second amendment, fixCleanup3_4_0, sits at a different stage. On 21 October it was reported to have regained majority validator support, restarting the activation countdown, with 4 November named as the earliest possible activation date — conditional on support holding. That timetable does not automatically extend to the proposal reported on Friday. Approval of one change does not substitute for approval of the other.

XRP at a turning point? This analysis reveals what investors need to know now.

Flows, partnerships and a bank charter

Institutional demand is a separate variable. US spot XRP ETFs recorded net inflows of USD 8.43 million on Thursday — a concrete demand impulse for the investment products, though it says nothing about validator votes or the ledger amendments. Corporate announcements demand the same precision. Robinhood, following its partnership with Ripple announced on Tuesday, plans to use RLUSD on the XRP Ledger for institutional settlements — naming RLUSD, not XRP, as the intended instrument. The final approval granted to Ripple National Trust Bank on 26 October permits, among other things, management of segregated RLUSD reserves and fiduciary custody of digital assets; the charter itself assigns no role to XRP.

For holders, the takeaway is a set of separate ledgers to watch: direct token demand, network changes still awaiting validator sign-off, and regulatory progress at Ripple. Garlinghouse's five-year view offers a possible long-term use for XRP, not proof of its realization.
