Rare Earth ETF's 49% Discount Reflects a Sector Hunting for a Scapegoat

Traders scanning the VanEck Rare Earth ETF (ISIN IE0002PG6CA6) for a single headline to explain its slide will come up empty. The fund closed Friday at EUR 9.61, down 1.1% on the day and 10% over the week, yet neither the physical market nor the trade-policy calendar offers a clean trigger.

At EUR 9.61, the ETF sits 49% below its 52-week high of EUR 18.76, touched on 11 May. That gap captures how violently sentiment has reversed since spring, when supply bottlenecks and geopolitical friction were doing the heavy lifting for the whole sector.

Metal prices point in different directions

Shanghai Metals Market reported Thursday that praseodymium-neodymium oxide eased slightly while alloy quotes continued to fall amid sluggish demand. A day earlier, the same source said Pr-Nd oxide was holding at elevated levels even as actual transactions dragged, with buyers covering only immediate needs. Gadolinium oxide quotes softened in parallel. A sector-wide price collapse, in other words, is not what the tape shows.

China's customs data are equally ambiguous. September exports of rare earths reached 4,269.8 tonnes — up 6.7% year on year but down 9.8% from August. For the first nine months, shipments totalled 43,711 tonnes, a 9.6% decline from the same period a year earlier. A monthly rebound paired with a weaker annual trend is a long way from the supply shock that would justify the fund's recent retreat.

Should investors sell immediately? Or is it worth buying VanEck Seltene Erden ETF?

Brussels and Beijing edge closer — without a full breakthrough

On 9 October, the European Union and China agreed a preliminary trade arrangement, according to AP, covering measures to stabilise rare earth supply chains and easier Chinese export licences for rare earths and permanent magnets. Days earlier, China's commerce ministry had signalled willingness to further streamline licence approvals for EU buyers, while demanding concessions on dual-use licences. A full lifting of controls was never announced.

That ambiguity is doing the damage. The prospect of smoother access to Chinese rare earths erodes the scarcity premium that had been propping up producers, even though the physical supply situation has yet to loosen in any tangible way.

A sell-off without a smoking gun

The breadth of the pressure was visible as early as the start of October, when 24/7 Wall St. reported on 7 October that rare earth names including MP Materials and USA Rare Earth were being sold widely without company-specific news — a sector-wide phenomenon rather than an isolated story. Media reports since then describe selling pressure across rare earth and strategic metals equities staying elevated, with no recovery in sight.

What ties the threads together is that individual drivers are pulling in opposite directions while the aggregate weight on the sector persists. One factor, however, has a date attached: the suspension of China's tightened export controls, imposed in October 2025, expires on 10 November. Unless Beijing extends the pause or loosens the rules permanently, that deadline looms as a fresh source of volatility.

Investors in the ETF will be watching the weeks before it closely. The decision will determine whether the recent softness in rare earth price momentum continues or whether renewed scarcity fears put a floor back under the sector. Until either the November ruling or firmer trade data provides clarity, the fund's nervous trajectory looks set to run.
