The VanEck Rare Earth ETF (ISIN IE0002PG6CA6) is ending the week on the back foot, and the fund's own share register tells the story as plainly as the price chart. Over the two sessions spanning 12 and 13 October, the number of shares in issue fell from 88,350,000 to 87,850,000, while net assets contracted from roughly EUR 1.015 billion to about EUR 992 million — a net outflow of some EUR 23 million. Falling prices for the underlying holdings explain part of that decline, but the shrinking share count points squarely at net redemptions.

Momentum has been unforgiving. The ETF closed Friday at EUR 9.61, barely two percent above a 52-week low of EUR 9.41 touched just two days earlier. Zoom out and the damage looks starker still: at EUR 9.63, the fund sits 49 percent below the 52-week high of EUR 18.76 it reached in May, when supply bottlenecks and geopolitical brinkmanship were still driving the narrative.

China's September Numbers Cut Both Ways

Fresh customs data out of Beijing have done little to settle the argument. China exported 4,269.8 tonnes of rare earths in September, up 6.7 percent year on year but down 9.8 percent from August. Cumulative shipments for the first nine months of the year reached 43,711 tonnes — a 9.6 percent shortfall against the same period of 2024. The figures amount to a monthly rebound set against a weakening annual trend, hardly the broad supply recovery investors had hoped for.

That ambiguity matters because it lands just days after China's Commerce Ministry signalled a willingness to smooth the licensing process for EU buyers — while asking for concessions on dual-use licences in return. No outright removal of export controls was announced. The gap between easier paperwork and unchanged physical availability has been enough to erode the scarcity premium that propped up the sector for much of the year, without any real easing in delivered supply.

Should investors sell immediately? Or is it worth buying VanEck Seltene Erden ETF?

A Sell-Off Without a Single Villain

There is no one headline to blame for the latest leg lower. Selling pressure has been broad, hitting not only the ETF but individual names such as USA Rare Earth and MP Materials, where questions over milestone-linked government reimbursements have weighed on sentiment. Policy uncertainty and doubts about demand are compounding one another, and the resulting mood swing has been sector-wide rather than stock-specific.

Not every development has been downbeat. Lynas Rare Earths, one of the larger names in the orbit of such thematic funds, agreed to acquire Meteoric Resources in an all-share deal valued at AUD 968 million, giving it access to Brazil's Caldeira project. Completion is targeted for March 2027, subject to regulatory approvals.

Diplomacy is moving too. The EU is seeking closer ties with Vietnam on critical raw materials, rare earths included, with concrete arrangements to be worked out ahead of Vietnamese leader To Lam's planned visit to Brussels on 22 October.

The Date That Matters Most

For all the near-term noise, one fixed point on the calendar looms larger than any export print. China's suspension of the tougher export controls it imposed in October 2025 expires on 10 November. Unless Beijing extends the pause or loosens the measures permanently, that date stands as a ready source of fresh volatility — and the weeks leading into it are likely to be watched closely for any hint of renewed scarcity.

Until either the November decision or more conclusive trade data arrives, the fund looks set to keep drifting in its recent range, caught between diplomatic thaw on one side and stubbornly mixed physical-market signals on the other.
