Under the arrangement, subsidiary Plug Power Europe SAS is to supply engineering services alongside as many as 2.4 GW of GenEco PEM electrolysers. The partners are targeting a final investment decision in the first quarter of 2027 — a reminder that the headline capacity figure remains contingent on a commitment that has yet to be signed.

Denmark adds further volume to the backlog. For Project ENDOR, Plug Power has agreed to deliver 280 MW of GenEco electrolysers to Arcadia eFuels. A companion cooperation agreement names the company as preferred supplier for four additional developments with combined potential exceeding 1 GW across Europe and the Americas. Those deliveries, too, hinge on formal construction approvals.

Should investors sell immediately? Or is it worth buying Plug Power?

Smaller in scale but meaningful as a proof point, Plug Power shipped a 1 MW GenEco PEM electrolyser to HWR Hydrogen roughly two weeks ago. The unit, part of the H.W. Richardson Group, will feed a hydrogen refuelling station in Invercargill, New Zealand, and serve a dual-fuel transport fleet — evidence that the technology travels well beyond its home market.

Leadership Departures Overshadow the Wins

Against that commercial backdrop, the personnel picture has turned murky. Chief Operating Officer Dean C. Fullerton disclosed his resignation about two weeks ago, effective 23 October 2026, to take a role at another company. A mandatory filing stated the move did not stem from disagreements with the business. Fullerton is expected to hand off his duties to executive vice presidents and vice presidents, though a transition at the operational core of a company under pressure rarely unfolds without friction.

The timing did Plug Power no favours. Chief Strategy Officer Benjamin Haycraft sold 200,000 shares roughly two weeks ago under a pre-arranged Rule 10b5-1 trading plan, with media reports putting the transaction value at 428,300 USD. Market participants reacted sharply to the convergence of an executive exit and insider selling, and the news cycle around those moves drowned out announcements of the new projects.

What Investors Are Actually Waiting For

The gap between intention and revenue remains the central question. Letters of intent and single-unit shipments demonstrate that demand for Plug Power's electrolysers exists in industrial-scale applications, but converting conditional supply agreements into binding, revenue-generating orders is a different matter. Until the large-scale plants clear their final investment decisions, the market's attention is likely to stay fixed on whether the company can steady its own leadership ranks.

For now, the risks appear to carry more weight than the strategic promise. A Danish partnership shows what the electrolyser business could become; a thinning executive bench and unproven project execution show what stands in the way. Investors would be wise to track both the leadership handover and the pace at which contracts turn into cash.
