Wall Street's hydrogen bulls and the broader market are reading from two different scripts when it comes to Plug Power. Analyst Amit Dayal of H.C. Wainwright reiterated his buy rating on the stock Tuesday, keeping a $7.00 price target intact, while Eric Stine of Craig-Hallum reportedly stuck with his own "Buy" stance a day later. The endorsements followed a supply agreement that Plug Power struck roughly a week earlier with Arcadia eFuels, covering 280 megawatts of GenEco electrolysers destined for the ENDOR project in Denmark.

Under a broader cooperation arrangement, Arcadia also named Plug Power its preferred supplier for more than 1 gigawatt of future e-SAF ventures. Actual deliveries, however, hinge on the project receiving formal approval — a condition that keeps the headline figure firmly in the pipeline rather than the order book.

Shareholders Are Not Buying the Story Yet

The stock finished Friday's session at EUR 1.68, a level that sits well below its 200-day moving average of EUR 2.13 — a gap of 21%. That distance says plenty about how entrenched the medium-term downtrend has become, and it stands in sharp contrast to the optimism embedded in the analyst targets. Announcements and letters of intent no longer move the needle in the hydrogen space the way they once did; investors appear to want signed, revenue-generating contracts before they re-rate the equity.

Deliveries Are Happening, Just Not at Scale

Operationally, Plug Power can point to tangible progress. Roughly two weeks ago the company shipped a 1-megawatt GenEco PEM electrolyser to HWR Hydrogen, destined for a hydrogen refuelling station and a heavy-truck fleet in Invercargill, New Zealand. Smaller dispatches like this one demonstrate that the supply chain and manufacturing base function as intended — even if they fall well short of the multi-hundred-megawatt ambitions being discussed for Europe.

A Leadership Exit Lands at an Awkward Moment

Less welcome was the news, also about two weeks old, that COO Dean C. Fullerton will step down effective 23 October 2026 to take a position at another company. Plug Power stated that the departure is unrelated to any disagreement with the business. Even so, the timing raises eyebrows: executing projects spanning hundreds of megawatts across Europe and overseas demands continuity in operational leadership, and a change at the top of operations introduces exactly the kind of uncertainty investors dislike.

Routine Share Awards, Not Open-Market Buys

On the governance front, regulatory filings with the SEC disclosed that several directors received new share awards under the compensation plan for non-employee board members, with allocations also going to Colin Angle and Gregory Kenausis. The filings make clear these were plan-based grants rather than purchases on the open market. Director Patrick Joggerst likewise received 11,598 shares under the same framework.

The Gap Between Targets and Reality

What emerges is a company with genuine technological reach — from New Zealand to Denmark — and a growing roster of partnerships that analysts regard as validation of its market position. What it does not yet have is profitability, or the kind of binding, revenue-generating contracts that would close the chasm between a $7.00 price target and a EUR 1.68 share price. Until execution turns pipeline into earnings, and until the corner office settles down, the burden of proof stays squarely with Plug Power.
