The average employee now spends close to 40 percent of their working hours on bureaucratic tasks. In human resources departments, that figure climbs to nearly half of all working time — and the pressure is fueling a wave of automation across the sector.

New data from the New-Work-Barometer 2026 identifies HR as the most bureaucracy-burdened function in any organization, with 67.2 percent of respondents pointing to it as their biggest administrative headache. Around 70 percent say red tape has grown worse over the past two years.

That pain point is driving both product launches and acquisitions. Frigade, a technology startup backed by Craft Ventures and General Catalyst, has unveiled an AI-powered onboarding platform designed to guide users through software products more efficiently. The company also counts Dropbox's co-founder and Vercel's founder among its investors. The system applies artificial intelligence to streamline user interaction and cut implementation costs for businesses.

In the staffing sector, zvoove has acquired the intellectual property rights to Pixi, an AI agent that handles onboarding for temporary workers via WhatsApp. The tool was originally developed by Swiss entrepreneur Roger Tobler and his company inscribe GmbH. It automates administrative tasks and is meant to give personnel dispatchers some breathing room.

Oracle is expanding in the same direction. The software giant has announced new "Fusion Agentic Applications" and specialized AI agents within its Fusion Cloud HCM, built on Oracle Cloud Infrastructure. These tools aim to support workforce development, internal mobility, and skills-gap identification.

Skepticism Over Government Tech Projects

Not everyone is convinced that automation alone solves the problem. Stefan Kaufmann has voiced criticism of "Spark Workflow," a program from Germany's Federal Digital Ministry. He points to missing overall documentation and insufficient quality testing, arguing instead for symbolic AI and machine-readable data as more reliable approaches.

Wage Expectations Shift as AI Enters the Workplace

The spread of AI is also reshaping how companies think about pay. According to a recent Ifo survey, 48.3 percent of businesses anticipate lower wages for workers without a university degree and less than five years of professional experience. For university graduates, the figure is 50.8 percent. The International Labour Organization (ILO) warns that AI could make it harder for young people to enter the workforce, particularly in commercial and administrative roles.

Compliance Landscape Tightens

Regulation is catching up with the technology. Article 4 of the EU AI Regulation (EU) 2026/1744 already obliges employers to promote AI competence among their staff. Germany has not yet attached fines to violations, but stricter obligations for high-risk AI systems take effect on December 2, 2027.

NIS2 rules are estimated to affect around 29,500 companies, while GDPR fines have already reached a cumulative total of 6.1 billion euros. The EU AI Act itself has been in force since August 2, 2026.
