Palantir lands a no-bid ICE contract, backs Ondas's new Regna AI venture, and draws Goldman Sachs and Barclays upgrades as shares near 52-week high.

Palantir Technologies is deepening its grip on government IT infrastructure on multiple fronts, with a no-bid immigration contract, a newly unveiled AI joint venture, and a pair of bullish analyst calls all landing within days of each other. The stock, which has been consolidating near record territory, slipped 0.6% to EUR 185.52 in today's session — roughly 2.5% below its 52-week high of EUR 190.36, a level touched on Monday.

ICE Skips the Bidding Process

The most consequential development comes from U.S. Immigration and Customs Enforcement, which according to media reports intends to migrate its Visa Security Program Tracking System onto Palantir's Foundry platform. ICE opted against running the regular competitive procurement process it had previously outlined. To keep operations running through the transition, incumbent contractor Steampunk Inc. was awarded a separate maintenance contract worth $1.65 million, covering a period of up to two years.

The direct switch to Palantir underscores how firmly Foundry has embedded itself within U.S. security administration. When mission-critical analysis is at stake, agencies increasingly turn to platforms already in place — a dynamic that has repeatedly handed the company strategic advantages over time-consuming new tenders.

A New Venture Built on Palantir's Stack

Palantir's technology will also serve as the foundation for a standalone company announced today by Ondas. The new entity, Regna AI, will develop and deliver mission-specific artificial intelligence models designed for protected, sovereign customer environments. Palantir's role is that of technology provider, extending the company's reach into tailored security applications.

Should investors sell immediately? Or is it worth buying Palantir?

The venture reflects a broader push by Palantir to make its software available beyond standard cloud setups. On October 1, Palantir and Armada disclosed a partnership to integrate Palantir's Sovereign AI Operating System with Armada's modular data centers. Neither company revealed financial terms or projected revenue contributions. Demand for regionally bound, sovereign computing capacity keeps climbing among government agencies and heavily regulated industries, since modular hardware allows advanced analytics to run on-site without sensitive data passing through external data centers.

Seoul Pop-Up and a Regulatory Distinction

Commercial expansion is advancing in parallel. Palantir announced a pop-up event in Seoul for October 22–23, 2026, with registration opening October 13. South Korea ranks among the company's most important commercial markets outside the United States, and appetite for sovereign data processing and vertical software remains a key driver as Palantir looks to broaden its corporate client base alongside established government work.

On the policy front, Palantir's chief technology officer Shyam Sankar explained on Sunday why the company declined to join the White House's AI safety agreement. The pact targets developers of foundational AI models, he said, and therefore does not fit the profile of a data and integration specialist. Sankar simultaneously called for binding incident-response procedures and reporting obligations, arguing such arrangements would give government bodies better visibility into testing and the practical enforcement of existing laws.

Wall Street Piles In

Institutional research has taken notice of Palantir's position as both an equipment supplier to agencies and an operator of dedicated AI infrastructure. Goldman Sachs upgraded the stock from Neutral to Buy on Thursday with a $230 price target, citing demand for sovereign AI and industry-specific software. Barclays followed on Friday, initiating coverage with an Overweight rating and a $265 target.

The recent upward move brought the shares to EUR 186.56 at one point — nearly matching their 52-week high of EUR 186.64. On the prior trading day, the stock gained 5.3% and closed at EUR 186.56, buoyed by sustained demand from public institutions for specialized data and AI platforms. Beyond the positive analyst commentary, ongoing modernization steps on the customer side are underpinning the current market valuation.
