Ichifuji Food Service wants every single employee walking through its doors to sit for a primary health screening. Not most of them. All of them.

That is the headline commitment in a newly unveiled "Health Management Promotion Plan" from the Osaka-based catering provider, which operates under president Hiroshi ?nishi. The company says it will hold its primary screening participation rate at a permanent 100%, a figure designed to catch emerging health problems in staff before they develop into something serious.

The same all-in target applies to stress testing. Ichifuji intends to reach 100% participation in its regular stress checks, a move that pairs physical screening with a systematic read on mental load across the workforce.

A Ceiling on High-Stress Cases

Where the plan gets unusually specific is in how it measures psychological strain. Management has set a hard upper limit on the share of employees classified as experiencing high stress: no more than 13.0%. The company treats that number as an early-warning signal, one meant to trigger targeted prevention work rather than simply record a statistic after the fact.

The plan also confronts a persistent gap in workplace health programmes — what happens after a problem is first spotted. Ichifuji is aiming for full tracking and follow-up of anyone who, despite being advised to seek secondary screening, has not yet done so. Closing that space between an initial finding and the follow-up care it demands is central to the strategy.

Running System, Unfinished Business

None of this starts from zero. Ichifuji has had a company-wide health management system in full operation since November 2024. Even so, executives see room to improve. Two areas stand out as unfinished: getting staff to actually complete secondary screening, and finding a precise way to measure whether the measures already in place are doing any good. Both are flagged as challenges for the business periods ahead.

The plan itself caps a multi-year build-out of occupational health at the Japanese caterer. Full implementation of the management system in late autumn 2024 laid the groundwork for the data collection now underway. What is new is the shift in posture — from administering health records to steering prevention with defined targets.

Balancing Body and Mind

By tying quantitative goals such as the 100% participation rates to a qualitative cap like the 13.0% high-stress threshold, Ichifuji is attempting to hold physical resilience and mental wellbeing in the same frame. The targets are set for 2026.

Industry observers read the move as an effort to sharpen the company's appeal as an employer in Japan's fiercely competitive food-service sector, using modern occupational safety standards as the draw.
