New Digital Tools Aim to Simplify Legionella Testing Rules for German Property Managers

Property service firm Techem launched two digital applications in late July 2026 designed to help building owners and managers navigate Germany’s strict drinking water hygiene regulations. The tools — a compliance-check quick scan and an online calculator — target the administrative burden tied to mandatory legionella testing in residential and commercial properties.
Daniel Groh, who heads Techem’s drinking water hygiene division, said during the launch that the company wants to make legionella testing “simpler, more predictable, and legally secure.” For property professionals, keeping track of testing deadlines and maintaining proper documentation is often a logistical headache that carries significant liability risks.
The compliance-check tool lets users enter specific building data to determine whether their properties fall under statutory testing requirements and, if so, how extensive those obligations are. An accompanying online calculator then assists with planning the operational preparation of testing cycles.

Why Temperature Control Matters
Legionella bacteria thrive in stagnant or slow-moving water at temperatures between 25 and 45 degrees Celsius. The primary health risk comes from inhaling contaminated aerosols — for instance, while showering, when bacteria can enter the respiratory tract through fine water mist and trigger severe illness.
According to Techem, bacterial growth begins to slow at 55 degrees Celsius, but complete elimination only occurs at 60 degrees Celsius or higher. Maintaining these thermal standards is a core requirement for the safe operation of hot water systems.
Legal Framework Under German Drinking Water Ordinance
Germany’s Trinkwasserverordnung (Drinking Water Ordinance) lays out the legal basis for legionella testing. Section 31 specifically obligates operators of large-scale drinking water heating systems that supply water for commercial or public activities. Affected installations must be tested for legionella contamination at least once every three years.
