Nebius Stock Slips as CEO Puts a $250 Billion Price Tag on the AI Buildout

A single sentence from a chief executive can sometimes say more about an industry than a thousand price charts. Arkady Volozh delivered one of those moments on Wednesday at the Citi 2026 Global TMT Conference, and the market wasted little time reacting.
Nebius, the company Volozh runs, intends to reach 5 gigawatts of AI capacity by 2030. Getting there will require roughly $250 billion in total financing. Only about 20% of that sum has been secured so far. The disclosure landed squarely on a stock already sensitive to questions about capital intensity, and shares fell 4.8% on Thursday to close at EUR 196.78. That leaves the equity roughly 25% below its 52-week high.
A business that grows faster the more it spends
The awkward part of the Nebius story is that nothing about the operating performance suggests trouble. Second-quarter 2026 revenue climbed 454% year over year to $582.3 million, beating analyst expectations and briefly lifting the stock 12% in premarket trading. The AI segment alone expanded 514% and accounted for 98% of group revenue. Adjusted EBITDA swung from a $21 million loss a year earlier to a $236.2 million profit.
Four cloud contracts landed during the quarter, each with an average total value above $1 billion, and management raised its target for contracted power capacity to 5 gigawatts by year-end. Capacity, executives said, is selling the moment it comes online, with auction prices up 15%.
That success is precisely what generates the funding problem. Capital expenditure on property, plant and equipment plus intangibles reached $5.66 billion in the quarter, against $510.6 million in the same period a year earlier. Customer prepayments, expected to exceed $9 billion for 2026, should cover 50% to 60% of that investment. The remainder has to come from somewhere — and with a $250 billion program on the drawing board, the shortfall is enormous.
Should investors sell immediately? Or is it worth buying Nebius?
Plugging the gap from several directions
Nebius has been working multiple channels to close the distance. In late August it completed a private placement of convertible notes with gross proceeds of about $5.75 billion. Shareholders had approved every management proposal shortly beforehand, handing the board extra flexibility for future capital measures.
The strategic side is expanding too. In early September, Palantir Technologies named Nebius its preferred partner for sovereign AI infrastructure. Following an integration phase, Nebius compute capacity and inference endpoints are to become available inside Palantir's enterprise environment for commercial customers — a tie-up that puts Nebius' AI-native compute stack and cloud platform in front of a large corporate client base.
Deals like this reinforce Nebius' standing as an attractive infrastructure partner. They do not, however, resolve the structural issue: a buildout of this magnitude cannot be carried by partnerships and customer prepayments alone.
A buy rating that predates the news
On September 9, one day before the share price drop, Truist Securities initiated coverage with a Buy rating and a $355 price target. That call was published before Volozh's financing disclosure, so how the analysts weigh the new information will only become clear in the weeks ahead. Truist's positive view was not enough to offset the downward pressure from the funding debate, particularly with rising bond yields and firmer oil prices weighing on market sentiment overall — conditions that tend to hit growth names hardest.
Investors now turn their attention to October 22, when Nebius reports its next quarterly figures. Until then, the conversation about how to pay for the 5-gigawatt ambition is likely to shape the share price more than any single partnership announcement. For context, the stock currently trades about 7.1% above its 50-day moving average of EUR 183.76, a sign that the near-term uptrend has survived the recent setback.
What remains is an industry caught between technological ambition and financial reality. Nebius is delivering growth rates that are hard to ignore, but the pace of expansion creates a hunger for capital that operating earnings alone cannot satisfy. Whether the outstanding 80% of the funding comes from further bond issuance, additional partnerships or fresh equity will be the defining question for the company's next chapter.
