Nebius Stock: Piper Sandler's Lowered Bar, a $10 Million Developer Fund, and the Capex Ratio That Won't Go Away
Published on 10/21/2026 at 14:11 | Editorial boerse-global.dePiper Sandler cut its price target on Nebius to $185 from $237 on Wednesday, keeping a Neutral rating — and the revision lands on the one question that matters more than any demand forecast: who pays for the buildout. Analyst James Fish pointed to concerns over AI demand, return on capital and financing in the AI services business, and the firm trimmed the valuation multiples it applies to the company's long-term worth. That is not a rejection of Nebius. It is a stricter yardstick for what the growth actually earns.
The market shrugged. Nebius shares were up 2.6% on the day of the call and have since extended the advance to 5.5%, riding a friendlier backdrop for AI infrastructure names. Sentiment and the durability of a business model, though, are two different things.
What the numbers say about the funding gap
The growth itself is not in dispute. Revenue in the second quarter of 2026 climbed 454% to $582.3 million — a clear signal of demand for what Nebius sells. The offset sits on the investment line: capital expenditure reached $5.7 billion in the same quarter, nearly ten times quarterly revenue. That ratio is the strongest argument for the caution now coming out of Piper Sandler, and it explains why the financing and return-on-capital debate is a fair one.
Nebius has real cards to play. Microsoft and Meta are among its customers, and customer commitments add up to more than $40 billion. Management expects an annualized revenue run rate of between $7 billion and $9 billion for 2026 — a target pace, not a booked full-year figure. Contracted volume, revenue and free cash flow are not interchangeable, and the gap between them is precisely where the valuation argument lives.
Should investors sell immediately? Or is it worth buying Nebius?
Piper Sandler's message is double-edged. The firm expects continued pressure on the sector until the outlook for free cash flow or financing improves, yet it considers building a position slowly after the pullback broadly sensible. Its preferred name in the space, however, is CoreWeave — not Nebius.
Developers in the crosshairs
Company news has meanwhile focused on the people who write the code rather than the contracts they might generate. Nebius unveiled a $10 million program on Monday to support European AI developers, bundling compute capacity, access to capital and community support. Accel, NVIDIA and European venture investors are named as partners, tying technical resources to funding contacts and networking rather than simply handing out GPU hours. For investors, it is a developer-outreach measure — not a reported revenue contribution.
Training is the second prong. Nebius and NVIDIA announced on Friday an expanded collaboration on hands-on AI courses, with selected NVIDIA Deep Learning Institute classes delivered through the Nebius Academy and workshops run on Nebius infrastructure at GTC Berlin. Both initiatives aim at the same audience, giving developers support and practical training — and additional touchpoints with Nebius's platform. Whether commercial usage follows cannot be inferred from either announcement.
Rotterdam comes with an asterisk
The larger infrastructure picture comes from a letter of intent signed about a week ago for Volt's planned AI campus in Rotterdam. Nebius is to be the first offtaker, taking a "substantial part" of the planned 600 MW of capacity. According to media reports, however, Volt pointed to permits still required and to financing.
Nebius at a turning point? This analysis reveals what investors need to know now.
That leaves the recent share-price strength resting on several distinct layers: a brighter sector mood — helped by Goldman Sachs upgrading CoreWeave from Neutral to Buy on Monday, a reassessment of a competitor rather than of Nebius — alongside the company's own developer push. The bigger capacity story in Rotterdam remains conditional. The latest announcements document concrete initiatives, not business success already banked.
For shareholders, the agenda ahead is less about whether demand exists than about how Nebius frames the next phase of expansion and how it pays for it. Until financing and return on capital look more convincing, the skeptics retain their strongest card.
