Nebius shares slipped 5.0% today as investors weighed a more skeptical policy backdrop against a balance sheet that is, for now, comfortably funded. The trigger was a Reuters report on concerns about tighter scrutiny and possible obstacles for new data centers following Democratic election gains. That is a shift in perceived risk, not a reported operational setback — no Nebius project has been ordered halted, and no specific permit has been refused.

The distinction matters, because the debate around Nebius is increasingly about execution rather than money. Two weeks ago the company signed a $3.5 billion senior secured financing facility with Citi, a 364-day instrument designed to support its global capacity build-out. That answers the funding question. It does not answer the regulatory one, and treating the two as interchangeable is the easy mistake to make right now.

Growth Is Real — So Is the Cost of Financing It

The operating story remains striking. Nebius reported second-quarter 2026 revenue of $582.3 million, up 454% year over year, with an adjusted EBITDA margin of 41%. The company is still lossmaking, however, and the price of speed is showing up below the operating line: interest expense reached $119.1 million in the quarter, against just $4.8 million a year earlier.

That gap is the number to watch. Every quarter a new facility sits idle before it starts producing revenue, the financing burden grows heavier. Conversely, a fast ramp broadens the operating base. The yardstick, then, is the combination of growth, delivery and funding — with delivery carrying the most weight.

Should investors sell immediately? Or is it worth buying Nebius?

Contracts Are Only Worth What's Plugged In

The commercial pipeline is substantial. Nebius holds a Microsoft contract worth $17.4 billion that could rise to as much as $19.4 billion, provided the computing capacity behind it comes online as promised. That is the industrial reality of the AI boom: facilities must be built, powered and equipped before they generate a dollar.

The company's own capacity guidance illustrates how far apart commitments and operations can sit. Nebius raised its forecast for contracted power capacity by year-end to 5 gigawatts, while planning for only 800 megawatts to 1 gigawatt of connected capacity by the end of 2026. Contracted power opens the growth runway; connected capacity is what actually converts it into revenue. Shareholders should track both together.

A Cushion, and a Concentration Risk

UBS estimates that potential construction halts could put roughly 30% of expected additional US data-center capacity for 2028 at risk — a sector-wide worry that raises the bar for Nebius to deliver its own build-out on schedule. The financial starting position offers some room: Nebius held $8.042 billion in liquid funds and expects more than $9 billion in customer prepayments this year.

Those prepayments can support construction, provided they arrive as expected and the contracted service is then delivered. At the same time, the business is concentrated in a handful of large customers, which makes the execution of each individual contract unusually consequential for the whole company.

November 12 Is the Next Real Test

Third-quarter 2026 results are due before the market opens on November 12, followed by a conference call. Analyst consensus stands at roughly $906 million in revenue. Just as important will be how management ties its financing arrangements to tangible progress on capacity — whether the credit line and the build-out are presented as one coherent story rather than two separate headlines.

The funding agreement does not lose its value because of political noise, and it does not eliminate the risks either. Nebius has a strong growth trajectory for as long as it turns contracted volume into connected capacity and sustainable earnings. That translation — not the day-to-day mood in Washington — is what will decide how much the promised growth is worth to shareholders.
