Minister Eleanor Olszewski framed the investment as part of a broader strategy to shield domestic industry from international pricing pressures and trade barriers. The funds are earmarked for modernizing plant equipment, expanding bioenergy capacity, and implementing carbon capture and storage technologies at the site.

The company intends to shift production toward a more profitable mix of hardwood and softwood pulps, a strategic pivot that management hopes will restore the facility's long-term viability.

Management, led by CEO Juan Carlos Bueno, has been in discussions with holders of the company's senior notes maturing in 2028 and 2029, seeking to bolster liquidity and strengthen the capital structure. No binding agreements have been reached thus far.

The funding announcement comes against a backdrop of acute distress across British Columbia's forestry sector. Industry observers have described the situation as reaching a "breaking point," highlighted by competitor Domtar's decision on August 20 to shutter its Howe Sound facility, eliminating 400 jobs. The sector's contribution to regional GDP has collapsed from 5 percent to just 1.6 percent over the past decade, as declining harvest volumes and punitive tariffs take their toll.

Analysts Trim Price Targets

Sell-side reaction to the deteriorating fundamentals has been swift. On August 10, both CIBC and RBC Capital lowered their price targets on Mercer International to US$0.75. CIBC's Hamir Patel reduced his target from US$1.00 while maintaining a "Neutral" rating.

The company's internal cost-cutting program, dubbed "One Goal One Hundred," generated an additional US$13.0 million in savings during the second quarter. Yet that progress has proven insufficient to reassure investors rattled by the company's debt load and liquidity position.

At Thursday's close, the stock stood at €0.3406, just 1.5 percent above its then 52-week low — a gap that has since been erased. The shares have now lost roughly 80 percent since the start of the year, underscoring the magnitude of the challenges facing the pulp producer as it attempts to navigate both operational headwinds and a strained balance sheet.
