Pakistan's Capital Development Authority (CDA) sealed three major government and commercial buildings in Islamabad's Blue Area on August 30, 2026, for failing to meet fire safety regulations. The findings prompted the Prime Minister to order the suspension of six PIMS officers, including Executive Director Dr. Imran Sikandar and the Head of the Neonatology Department.
Two CDA officials were also suspended: the Director General of Civil Engineering Services and an Assistant Director of Security. Dr. Muhammad Salman has since been appointed to lead the hospital.
Long History of Warnings
Records indicate that CDA Fire Services had been issuing warnings to PIMS about safety hazards since 2018. The hospital had previously been fined Rs 500,000 and received a final notice for non-compliance on November 10, 2025 — several months before the tragedy occurred.

Parallel to the CDA's enforcement actions, the Ministry of National Health Services and the Islamabad Healthcare Regulatory Authority (IHRA) have introduced new mandates for all public-sector hospitals. Under an order dated August 24, 2026, healthcare centers were given seven days to complete necessary fire safety measures.
These requirements include obtaining fire NOCs from the CDA and conducting mandatory safety training and evacuation drills. The IHRA is tasked with verifying these audits in the coming weeks.
