About two weeks ago, the group's French subsidiary announced restructuring measures centered on the planned closure of its Ranville cement plant in Normandy. Media reports put the number of affected employees at 87. The company attributed the decision to sharply lower cement volumes amid a weak French construction market, as well as to the reshaping of its European production network around decarbonization targets.

Efforts to green the business are running in parallel. At its Greenwich ready-mixed concrete plant in London, Heidelberg Materials has achieved full waste-free concrete production following the installation of a dedicated recycling system. The facility recovers material from returned concrete and feeds it back into the production cycle.

Both houses therefore place fair value well above the current market price. Whether those calls are borne out will hinge largely on how quickly European construction activity stabilizes — and on how much the cost-cutting and modernization measures now under way feed through to profitability.
